Srinagar, Mar 31: Government has digitised more than 7.28 crore land records under the Digital India Land Records Modernization Programme (DILRMP), but said the data will be treated as final only after verification and grievance redressal are completed.
In a reply to a question tabled by Ranbir Singh Pathania in Assembly, the Government said the programme aims at “modernizing land management” and creating a transparent, digital land record system. The Government stated that a total of 7,28,77,377 documents and 52,796 Mussavi maps have been uploaded after scanning legacy records. These include 1,52,56,330 Jamabandis, 1,89,84,115 mutations, 1,46,11,632 Girdawari records, and 2,40,25,240 other documents.
It added that Jamabandis of 6,844 villages out of 6,850 have been digitised so far. However, “Digitized Jamabandis will be considered final only after the verification process has been completed and all grievances redressed,” the Government said.
The verification exercise is being carried out at multiple levels. So far, 67.82 lakh Khasra numbers out of 68.2 lakh have been checked. During this process, 13.2 lakh errors were identified and corrected.
To involve the public, the Government organised 5,200 village camps, where digitised records were read out. Around 67,000 grievances were received during these camps and are being addressed.
The Government said errors are classified into two categories. “Quasi Judicial grievances… are rectified as per procedure defined under the Land Revenue Act,” while “Non-Quasi Judicial grievances… are being rectified at the Tehsil Level.”
So far, 13.2 lakh non-quasi-judicial grievances have been resolved, while 10,691 quasi-judicial cases have been referred to competent authorities. From public camps, 62,968 minor grievances were identified, of which 14,380 have been resolved, and 5,613 legal cases referred for action.
The Government also said 46,000 backlog mutations have been entered across 20 districts.
On mapping, cadastral maps of 6,411 villages have been digitised and geo-referenced. Of these, 6,000 maps have been verified, 5,000 updated, and 3,500 uploaded to the PM Gati Shakti portal. Unique land parcel IDs have been generated in 3,300 villages, covering over 20 lakh land parcels.
The Government said 881 revenue courts have been computerised, and digital systems like e-stamping and online registration have been introduced to improve transparency.
On the question of a fresh land settlement, the Government said, “There is no such proposal in the department.”
Regarding “Gair Mumkin Khads”, it said a sub-committee has been set up under Government Order No. 1203-JK(GAD) of 2025 to examine the issue, and further action will be taken based on its recommendations.
