SRINAGAR, Mar 7: The Directorate of School Education Kashmir (DSEK) today directed officers holding only Drawing and Disbursing Officer (DDO) powers not to exercise administrative authority, particularly in matters related to staff transfers.
According to an order issued in this regard, it has come to the notice of the department that several officers vested only with DDO powers have been effecting transfers and undertaking other administrative work despite lacking the authority to do so.
The Directorate clarified that officers holding charge in an additional capacity as Drawing and Disbursing Officers are permitted to exercise powers only for financial purposes, such as drawing and disbursing salaries and handling other financial matters within the limits of their authority.
The order explicitly states that such officers shall not exercise any administrative powers, especially those related to the transfer of staff.
The Directorate further warned that any deviation from the instructions will be viewed seriously and may invite disciplinary action under the applicable rules.
