JAMMU, Feb 20: The Jammu and Kashmir government on Friday informed the Legislative Assembly that a staggering 96 percent of developmental works envisaged under the District CAPEX for the current fiscal are already on the ground, countering concerns over procedural delays in the Union Territory.
In a detailed written reply to a query raised by legislator Mohammad Yousuf Tarigami, the government, through the Minister in Charge of the Finance Department provided a comprehensive status report on the execution of public representatives’ recommendations.
The data revealed a robust execution mechanism, stating that out of approximately 71,500 works costing about Rs. 1307 crore undertaken under District CAPEX in 2025-26, an overwhelming 96% have commenced after expeditiously completing codal formalities of administrative approval, tendering, and allotment.
Similarly, under the Local Area Development Fund (CDF), the government reported significant progress. Against an allocation of Rs. 427 crore, Hon’ble MLAs have recommended 12,000 works with an estimated cost of around Rs. 313 crore, which are currently in various stages of implementation.
In a major push for infrastructure, the government as per KNS disclosed that following pre-budget discussions, 7,909 new works were identified by legislators. Of these, Administrative Departments have successfully accommodated 5,881 works with a substantial cost of Rs. 22,275 crore under the UT CAPEX Budget 2025-26. A dedicated budget of Rs. 986 crore has been earmarked for the time-bound completion of these projects, with Rs. 500 crore already utilized after completing mandatory approval processes.
To ensure transparency and time-bound execution, the government highlighted a multi-layered monitoring mechanism already in place. This includes the BEAMS portal for near real-time tracking of fund allocation and expenditure. The PROOF (Photographic Record of On-site Facility) system mandates geo-tagged photographic evidence before contractor payments are cleared, ensuring work authenticity. Furthermore, the Janbhagidari Portal allows the general public real-time access to all relevant documents, including administrative approvals, technical sanctions, and fund details of ongoing works.
The reply also noted that 100% physical verification of all completed works is conducted annually by field officers of the Planning, Development, and Monitoring Department across all 20 districts, reinforcing the UT administration’s commitment to delivering grassroots development without bottlenecks.
