JAMMU, Feb 11: Jammu and Kashmir has emerged as a frontrunner in digital governance and online public service delivery, registering major achievements under the Digital India framework and the PM Gati Shakti initiative. With a sharp focus on technology-driven governance, the Union Territory now ranks first among all States and UTs in the delivery of online services, marking a significant milestone in citizen-centric administration.
As per the latest Economic Survey, over the past three years, J&K has expanded its digital footprint dramatically, increasing online services from around 60 to 1,546. These services are seamlessly integrated with national platforms such as DigiLocker, UMANG, Meri Pehchaan, Mobile Dost, payment gateways, and the Rapid Assessment System, ensuring transparency, speed and ease of access. More than 84.61 lakh applications have already been processed through these platforms.

At the core of this transformation is the e-UNNAT portal, which offers all Government-to-Citizen (G2C) services through a single digital window, enabling doorstep delivery and eliminating the need for physical visits to Government offices. The portal, aligned with the UT’s policy of ‘zero tolerance to corruption’, has earned national recognition, including the SKOCH Silver Award and Technology Sabha Award 2025.
J&K has also achieved complete rollout of e-Office 2.0 across all tehsil and block-level offices. As many as 4,061 offices and 21,968 users have been onboarded, significantly advancing paperless governance and efficient file movement.
Strengthening last-mile connectivity, 13,821 Common Service Centres (CSCs) are operational across the UT, along with 888 additional touch points made functional since 2025. Citizen engagement has also seen a sharp rise, with ‘MyGov Jammu & Kashmir’ registrations increasing from 40,000 to over 1.08 lakh, making J&K the first UT to launch its own MyGov platform.
In another first, J&K became the first UT to integrate the Auto Appeal System under the Public Services Guarantee Act on the Service Plus platform, covering 391 services. Additionally, 128 Government services are now linked with DigiLocker, including key documents such as ration cards, MGNREGA job cards, electricity and water bills, and land-related records.
The UT has also prioritized cybersecurity, conducting audits of 210 Government websites, adopting standard cybersecurity SOPs, and organizing regular training for officials. Online registration of births and deaths through the CRS portal has further streamlined essential civic services.
These achievements reflect J&K’s rapid transition into a digitally empowered Union Territory, setting new benchmarks in governance, service delivery and transparency at the national level.
