Movement Kalki demands amendments in UGC Regulations 2026

JAMMU, Jan 28: The legal team of Movement Kalki here today demanded amendments in UGC Regulations 2026.
In a press conference, Mohd Bilal Khan claimed that UGC Regulations 2026 have triggered widespread concern and opposition from across the country.
“Key flaw and controversy in the new UGC Regulations is that general category has been completely excluded,” he said adding: “This has created a strong perception that individuals belonging to general category will not receive protection against discrimination and may instead become vulnerable to one-sided and selective action.”
Bilal further raised the major concern of removal of provisions for punishment in cases of false or malicious complaints.
“While gender neutrality has been defined, caste neutrality has not been addressed and no provision exists to deal with language-based bias or discrimination,” he maintained adding: “Absence of safeguards against false allegations could result in misuse of the law and harassment of innocent students, teachers and staff.”
Movement Kalki demanded that the current notification must be amended to remove ambiguities.
It stated that selective protection defeats the very purpose of justice. Pawan Sharma, Sapna Hindu, Vikram Mahajan and others were also present in the press conference.
