Non-submission to invite action under PC Act

JAMMU, Dec 18: The Jammu and Kashmir Government has made it mandatory for all public servants to file their Annual Property Returns (APRs) for 2025 on the online Property Return System (PRS) portal by January 31, 2026, failing which disciplinary and legal action will follow.
An order issued by the General Administration Department states that those employees who do not submit their property details within the stipulated period will face action under the Prevention of Corruption Act and may be denied vigilance clearance.
Under the rules, public servants are required to disclose details of assets owned by them and their family members, along with reasons and sources for any increase in assets during the year.
The Government noted that non-submission without valid justification amounts to criminal misconduct under the Prevention of Corruption Act.
Further, the filing of property returns is mandated under the Jammu and Kashmir Public Servants Declaration of Assets Act and the Employees Conduct Rules.
To streamline the process of filing the property returns, the Government has introduced the PRS portal (prs.jk.gov.in), which remains open annually from January 1 to January 31.
As such, all employees have been advised to complete the filing within the prescribed window, as the portal will automatically close after January 31.
The Drawing and Disbursing Officers (DDOs) have been instructed to ensure registration of all employees on the portal and full compliance with the directive.
