J&K Govt to pay Rs 25L ex-gratia to NoK of local CAPF, defence personnel martyred in law & order duties

Rs 5L announced for families of police personnel, SPOs, Rs 1L for civilians

JAMMU, Dec 3: Lieutenant Governor Manoj Sinha-led administration today announced Rs 25 lakh ex-gratia for the Next of the Kin (NoK) of the domicile Central Armed Police Forces (CAPF) personnel, who attain martyrdom either within or outside the Union Territory of Jammu and Kashmir while working in the disturbed areas for law and order related duties.
A similar amount (Rs 25 lakh) was also announced for the families of the local defence personnel who attain martyrdom within the region, while an amount of Rs 5 lakh was announced for the NoK of the defence personnel of the region attaining martyrdom outside the Union Territory.

An ex-gratia of Rs 5 lakh each has also been declared for the families of the police personnel, SPOs, non-local CAPF and defence personnel.
Pertinently, the ex-gratia to the NoK of the non-local personnel is also paid by their respective States and Union Territories.
As per an order issued by the Lieutenant Governor administration, the ex-gratia for the NoK of the magistrates and ex-servicemen killed in the law and order related duties under the Security Related Expenditure (SRE) has been fixed as Rs 2 lakh, while the ex-gratia for the NoK of the police personnel and SPOs dying in such duties has been fixed as Rs 5 lakh.
For cases where magistrates, police personnel, or ex-servicemen suffer permanent disability, the Jammu and Kashmir Government will pay an assistance of Rs 75,000, while Rs 10,000 will be paid for partial disability, the order said.
The order further stated that for Central Armed Police Forces (CAPFs), the J&K Government will grant an ex-gratia of Rs 5 lakh to NoK of the non-domicile personnel attaining martyrdom in J&K, while Rs 25 lakh will be paid to the families of the domicile personnel attaining martyrdom either within or outside J&K.
While the Government will pay Rs 75,000 for the permanent disability of the CAPF personnel, Rs Rs 10,000 will be provided for the partial disability, it said.
Similarly, the UT Government will pay Rs 1 lakh for the death of the Government employee, Rs 75,000 for the permanent disability, Rs 5,000 for serious injury i.e. hospitalisation for more than 24 hours, Rs 1,000 for injury requiring hospitalisation of less than 24 hours and Rs 500 for minor injury when the Government employee is discharged after first aid.
For the death of a civilian, the ex-gratia amount has been set at Rs 1 lakh, including the deaths occurring on the International Border or LoC. A same compensation will be paid to the families of the surrendered militants and militants turned informers on their death.
For permanent disability in this category (of civilians, surrenders militants and militants turned informers), the J&K Government will pay Rs 75,000. For serious injury, an amount of Rs 5,000 will be paid and for injury requiring hospitalisation less than 24 hours, Rs 1,000 will be paid, and Rs 500 will be paid for minor injury.
Similarly, Rs 5 lakh ex-gratia will be paid for the martyrdom of the defence forces personnel and domicile defence personnel attaining martyrdom outside the UT of J&K, while Rs 25 lakh will be paid to the families of the defence personnel of the UT who die within the region in law and order related duties.
In cases of property damage, the LG administration clarified that destruction caused by a bomb blast or any other kind of sabotage will be compensated at 50% of the loss or Rs 1 lakh whichever is less.
For major damage, the maximum relief has been set at Rs 10 lakh—including Rs 7 lakh for immovable property and Rs 3 lakh for moveable assets.
Damage due to cross-border shelling along the IB or LoC will also be compensated at 50% of the loss or Rs 1 lakh, whichever is less.
