JAMMU, Dec 1: The Government of Jammu and Kashmir has accorded sanction to the constitution of a Union Territory Core Committee (UTCC) under the Food, Nutrition, Health and Wash (FNHW) sub-theme of Jammu and Kashmir Rural Livelihood Mission (J&K RLM).
As per an order, the committee shall be headed by Mission Director JKRLM, with Additional Mission Director JKRLM, all Senior Project Managers JKRLM, National Resource Persons to be nominated by the National Mission Management Unit, District Programme Managers of all Districts, and Block Programme Managers of all Districts as Members. Senior Project Manager, Institution Building & Capacity Building (F-NHW) shall be the convener of the committee.
As far as committee’s terms of reference are concerned, the UTCC will appoint a nodal officer to coordinate with the National Mission Management Unit and the National Resource Organization, and engage with other stakeholders as required.
Further, it will study all national advisories and guidelines related to FNHW interventions, adapt them to state requirements, and ensure their proper implementation.
It will also establish a structured protocol for convergence between JKRLM, the State Health Mission, ICDS and other relevant departments and institutions.
The UTCC has also been mandated to coordinate the development of the state’s operational strategy for FNHW and ensure adherence to all related guidelines.
Additionally, it will guide the preparation of the UT Annual Action Plan and incorporate FNHW components into the plan.
The committee will also review the progress of FNHW interventions against the Annual Action Plan and distribute responsibilities among implementing agencies to avoid duplication of work.
As part of its mandate, the committee will review training packages and Social & Behaviour Change Communication (SBCC) tools, ensure optimum use of existing material, and coordinate the development of fresh content where required.
It will also supervise baseline studies, qualitative assessments, and documentation of best practices, case studies and evaluation reports prepared by partner agencies and development organizations.
The UTCC will also undertake problem-solving measures for ensuring smooth rollout of the FNHW implementation plan.
Besides, it will identify budget requirements for studies and field activities, monitor FNHW indicators and ensure their inclusion in the JKRLM Management Information System (MIS).
It will also support the state and national knowledge management systems by contributing data and insights from the UT.
Additionally, the UTCC will guide linkages between FNHW activities and other verticals of JKRLM to ensure coordinated and effective implementation across the Union Territory.
