Sept 24 firing case: Inquiry Commission warns against intimidation of witnesses

LEH, Nov 21: The Joint Secretary of the Judicial Inquiry Commission, Rigzin Spalgon, has urged the public to come forward with any evidence related to the September 24 firing incident in Leh.

At a press conference held in Leh today, he issued a strong caution against any attempts to threaten or influence witnesses, stating that such actions will invite strict legal consequences.
In a public notice issued on November 20, 2025 under the direction of Justice (Retd) Dr B S Chauhan, former Judge of the Supreme Court of India, the Commission outlined clear guidelines to protect witnesses and ensure a fair inquiry process.
According to the notice, any individual or organisation (Governmental, semi-Governmental, non-Governmental, or private) found engaging in intimidation, coercion, threats, inducements, harassment, or any act that obstructs witnesses from presenting evidence before the Commission will face appropriate legal action.
The Commission also affirmed that any witness or complainant facing pressure or interference has the right to file a formal complaint, either in the prescribed format or through a written representation. “Such complaints can be submitted directly to the Inquiry Commission and must include details of the incident and, if known, the names of those involved,” reads the notice.
The notice further assured that all complaints will be handled with utmost confidentiality and priority, and the Commission will take immediate cognizance to safeguard the integrity of the inquiry.
The Commission warned that any form of victimization or retaliation against witnesses or complainants for participating in the inquiry process will attract penal consequences under the law
