JAMMU, Nov 17: The Jammu and Kashmir Agriculture Graduate Officers Association (JKAGOA) today met with Anil Gupta, Director, Agriculture Production & Farmers Welfare Department, Jammu, and Sanjeev Rai, Deputy Director Agriculture ( Central ) at Krishi Bhawan, Directorate of Agriculture, Jammu.
The meeting focused on the core and long-pending service matters concerning Agriculture Officers. Key issues discussed during the meeting, included conduct of DPC for promotion of Incharge JAEOs and their regularisation with retrospective effect from 2017 and publication of the final seniority list of AEAs.
The delegation was led by Dr Surinder Radotra, President JKAGOA, who highlighted the prolonged stagnation faced by Agriculture Graduate Officers and discussed the issues in detail with the Director.
The Association informed the Director that the department has already issued two tentative seniority lists to ensure transparency and allow ample time for officers to submit objections:
Dr Radotra stressed the urgent need to conduct the DPC to regularise Incharge JAEOs from 2017 and to expedite the publication of the final seniority list. He further pointed out to the Director that SRO 442 has been implemented only partially and the 75 percent promotion quota for Agriculture Graduates has not been executed.
“The 25 percent matriculation stream quota (Field Assistant to JAEO) has been regularly implemented with continuous promotions – despite JAEO being a technical, graduate-level post,” he said, adding that this selective implementation has resulted in severe career stagnation of Agriculture Graduate AEAs for more than 11 years, growing frustration and demoralisation among highly qualified professional officers.
Director Agriculture Anil Gupta gave a patient hearing and assured the delegation that all grievances will be taken up with the higher Administration at the earliest. He assured to personally pursue the matter of DPC / promotions with Shailendra Kumar, Additional Chief Secretary / Financial Commissioner, APD & FWD.
