JAMMU, Oct 30: The National Health Mission (NHM) Employees Association, District Kishtwar, has expressed serious concern over the prolonged vacancies of several key administrative and technical posts in the District Health Department Kishtwar.
The Association stated that the absence of these vital officers has severely affected the overall functioning, supervision, and coordination of health services in the district. It said several important positions including that of Chief Medical Officer (CMO), Kishtwar; Deputy Chief Medical Officer (Dy. CMO), Kishtwar; District Tuberculosis Officer (DTO); District Health Officer (DHO), Kishtwar; District Immunisation Officer (DIO), Kishtwar and Principal, ANMT School, Kishtwar have remained vacant since long and the concerned officers least bother about the miseries of the public, which is badly suffering.
The Association emphasized that these posts constitute the core administrative structure of the district health system and play an essential role in implementing national and UT-level health programmes, ensuring field supervision, and maintaining coordination between the Directorate and ground-level health institutions. Many technical posts have also remained unfulfilled.
“District Kishtwar is geographically challenging and among the most remote districts of Jammu & Kashmir. Without regular officers in these crucial positions, the health sector is struggling to maintain administrative efficiency and accountability,” Dr Nazir Hussain, general secretary NHM Employees Association said.
The Association pointed out that the lack of regular officers has overburdened the existing staff, delayed decision-making, and weakened programme monitoring – especially in rural and inaccessible areas. Similarly, the absence of a regular Principal at ANMT School has disrupted the smooth functioning and academic supervision of the institution, affecting the training of paramedical students.
“NHM employees have been performing their duties sincerely even under difficult circumstances, but a complete administrative structure is essential for maintaining transparency, discipline, and proper policy execution,” another senior member of the Association added.
The Association has made a firm appeal to the Health Minister, to personally intervene and direct the concerned authorities to fill up all these key positions in the NHM in Kishtwar and other districts to provide better healthcare to the people.
