Text of Letter written by Ghulam Nabi Azad, Leader of Opposition (Rajya Sabha) to Chief Minister, Omar Abdullah on July 24, 2014.

I am in receipt of a letter from Hon’ble Governor J&K wherein, besides conveying his concern on the unabated increase in road accidents in the State of Jammu & Kashmir, he has also enlisted the measures envisaged by the Government of Jammu & Kashmir to minimize the occurrence of accidents (letter enclosed).
I feel that Hon’ble Governor is very keen to have in place a comprehensive road safety mechanism in the State so that loss of precious human lives is minimized to the extent possible.
In keeping with Hon’ble Governor’s wish, I have also requested my Party colleagues in the State Government to extent fullest cooperation in implementing the proposed measures.
Given the pain and anguish caused to the people by recurrent road accidents, I hope you will appreciate the necessity of having a coherent road safety mechanism in place and accordingly, urge the concerned authorities to take immediate steps in this regard.
I request your personal intervention in the matter.

to all the 11 Congress Ministers.
Hon’ble Governor, taking note of one of my press statements on the frequent occurrence of road accidents, wrote to me on July 7, 2014 wherein besides sharing his deep concern, also highlighted the measures that the State Government envisages to take to bring down the occurrence of road accidents (Copy enclosed).
What I could comprehend is that he is very keen to have minimized the road accident rate in the State and in this context, has got worked out a proposal by the State Government to check the rising number of road accidents. He has got organized a meeting of Central experts with senior representatives of the State Government at Raj Bhawan some two years ago.
For the quick implementation of road safety measures that have been formulated on the instance and initiative of Hon’ble Governor, he has requested me to urge my Party colleagues in the State Government to extend their fullest cooperation.
Since road accidents have become a constant source of anguish and bewilderment for the people of our State, responsible as they are for many avoidable deaths and injuries, it becomes our moral responsibility to show due sensitivity and alacrity in getting the proposed ‘action plan’ implemented without any further delay.
I request your personal intervention keeping in view the gravity of the matter.
