‘Admn responsible for people’s sufferings’

JAMMU, Aug 31: Senior BJP leader and former Mayor Jammu, Rajinder Sharma while terming the situation created by heavy rains, flash floods and cloudbursts in Jammu region totally dangerous today alleged that the non seriousness of administration and non assertiveness of political leadership was main cause of the miseries and losses suffered by the people of the region.
Talking to reporters here, today Rajinder Sharma said administration and Omar Abdullah led Government is totally responsible for the plight and miseries of the people as they failed to act timely. He said the constitutionally elected representatives of the people have been made docile by the administration. They have been made totally ineffective despite the fact that they are ahead in protocol to Chief Secretary and other secretaries.
Sharma said unfortunately the Divisional Commissioner convenes meeting of MLAs and DC holds press conference while MLAs stand along with him when as per protocol the MLAs are ahead in protocol , he added.
He said the Prime Minister is the Chairman of the National Disaster Management Authority (NDMA) while Chief Minister is the chairman of State Disaster Management Authority (SDMA) but for last 15 days the J&K cloudburst and flash floods were not declared as a disaster by the CM which is unfortunate.
Sharma said that in 2014 when Kashmir Valley submerged in the floods, Prime Minister, Narendra Modi lost no time in declaring it a disaster but the CM has failed to declare Jammu cloudbursts and floods as disaster till date.
He said 164 people in Jammu region died of floods and cloud bursts while many houses were washed away and people suffered a huge loss of property also. He said had the Government declared it a disaster or national calamity the administration was free to make emergency purchases without going for tendering which is a long process. But under the General Financial Rule (JFR) it can’t be done till the floods and cloudburst are declared as a disaster.
