JAMMU, Aug 2: A Division Bench of Jammu & Kashmir and Ladakh High Court comprising Chief Justice Arun Palli and Justice Rajnesh Oswal has closed a long-standing Public Interest Litigation filed by the All J&K Ladakh Teacher Federation, which sought the completion of essential infrastructure in Government schools across the Union Territories of Jammu & Kashmir and Ladakh.
During the virtual hearing, the Division Bench acknowledged that over 92% of the sanctioned works-including construction of boundary walls, boys’ and girls’ toilets, and specialized toilets for Children with Special Needs (CWSN)-have been completed.
The remaining projects are slated for completion by August-September 2025, as per the latest affidavit filed by the Education Department.
Delays were attributed to administrative changes, specifically the transfer of works below Rs 5 lakh from the Public Works Department (PWD) to the Rural Development Department (RDD), which slowed execution timelines.
Despite this, the High Court noted the authorities’ commitment to completing the work and agreed with both parties that the petition had served its purpose. Accordingly, the PIL was formally disposed off.
