CS reviews functioning of DMRR&R deptt, assesses measures for displaced populations

SRINAGAR, July 10: Chief Secretary, Atal Dulloo, today held a review meeting regarding functioning of the Department of Disaster Management, Relief, Rehabilitation & Reconstruction (DMRR&R).
The meeting had a detailed assessment of the measures being taken by the department for disaster mitigation besides welfare of different displaced categories of populations.
Principal Secretary, Home and DMRR&R Departments; Principal Secretary, Social Welfare; Commissioner Secretary, FCS&CA; Commissioner Secretary, GAD; Divisional Commissioner, Kashmir/Jammu; Secretary, PWD; Secretary, Law; Relief Commissioner; Chief Engineers and other concerned officers and officials of the Department attended the meeting.
The Chief Secretary took stock of updated status of the transit accommodations created for the migrant employees in Kashmir Valley. He called for rapid execution of the ongoing works so that all the 6000 flats are allotted to these employees without any further delay.
Dulloo also took appraisal of implementation of relief and rehabilitation package being extended to the displaced persons of PoJK/Chhamb and the West Pakistani Refugees by the Central Government. He called for disbursement of relief amounts to all the eligible families and giving opportunity to those who had not yet received the benefits despite being eligible for the same.
The Chief Secretary took note of other welfare measures like onboarding of migrants registered with Relief Organisation on NFSA, database for extension of different social security schemes to them. He called for extending such benefits to them forthwith for they have rights to such benefits like other groups of population.
Other initiatives discussed in the meeting included working of Emergency Response Support System (ERSS) with a toll free number of 112, Common Alert Protocol (CAP) by integrating alert generating agencies like IMD, CWC, INCOIS, DGRE and FSI, status of IDRN and Decision Support System in the DMRR&R Department.
Earlier, a presentation was made about the benefits and plans devised for welfare of different categories of migrants from Kashmir and Jammu divisions.
The meeting also discussed in detail the location wise status of 6000 transit accommodations for Kashmiri Pandit (PM Package) employees besides recruitment of rest of the designated posts. Besides, it took note of the progress on outreach campaigns being conducted to cover PoJK and other West Pakistani Refugees (WPRs) under the Rehabilitation Package.
Other developmental activities reviewed in the meeting included establishment of ‘PoJK Bhawan’ at Suketar, community hall at Mini township Jagti and other relief measures being carried out for these displaced communities.
Earlier, the Chief Secretary, held a comprehensive review of the operations and future strategies of the Department of Geology and Mining in a meeting here today.
The meeting was attended by Principal Secretary, Mining; Director, Mining; MD, JK Minerals besides other concerned officers.
During the deliberations, the Chief Secretary laid strong emphasis on leveraging technology to curb the illegal mining across the Union Territory. He directed the department to adopt tools such as GPS tracking, RFID tagging and geo-fencing, along with development of real-time monitoring systems to generate actionable triggers against the violators. He underscored the importance of creating sufficient deterrence, especially against habitual offenders, to ensure strict compliance and transparency in mining operations.
Dulloo further called for expediting the issuance of Letters of Intent (LoIs) in favour of all inoperational mineral blocks. He asked the department to actively liaise with the Union Ministry of Mines, for early assessment and auctioning of newly identified mineral blocks.
Principal Secretary, Mining, Anil Kumar Singh, said that a total of 233 mineral blocks auctioned/reserved across J&K, 106 are currently operational while 127 are non-operational. Efforts are underway to make 60 of these non-operational blocks functional by October 31, 2025, he added.
