Appointment of JKBOSE Chairperson, SCERT Director

JAMMU, July 1: The process for the appointment of new Chairperson of the Jammu and Kashmir Board of School Education (JKBOSE) and Director of the State Council of Educational Research and Training (SCERT), which was initiated over six months back, has not yet reached the logical conclusion. What has added to the uncertainty is that even officers within the School Education Department (SED), which exercises administrative control over both institutions, are unaware of where the matter currently stands or what is causing the delay.

Vide Government Order No.2081-JK(GAD) dated December 13, 2024, the General Administration Department reconstituted a Search Committee to recommend panels for these two posts. It was mentioned in the order that Search Committee comprising of Administrative Secretary, Agriculture Production Department (Chairman), Administrative Secretaries of School Education Department, General Administration Department, Higher Education Department, Vice-Chancellor of University of Jammu and Vice-Chancellor of University of Kashmir (all members) will be serviced by the School Education Department.
Vide Advertisement Notice No. Edu-BOSE/1/2021-01 dated 30.12.2024, the School Education Department invited applications from the eligible candidates for the posts of Chairperson JKBOSE and Director SCERT through online mode.
Later, order dated December 13, 2024 was modified and Financial Commissioner/ Additional Chief Secretary, Higher Education Department was made Chairman of the Search Committee, which in its meeting held on February 17, 2025 shortlisted 14 applicants for the posts.
Accordingly, the shortlisted applicants were informed to appear before the Search Committee for interaction on March 5, 2025 in the Civil Secretariat Jammu. However, the interaction was postponed and finally held on April 4, 2025.
Following the interaction, the Search Committee submitted the required information and recommendations to the School Education Department for onward submission to the competent authority for final approval.
However, official sources told EXCELSIOR that despite the completion of all procedural formalities, the final decision is still pending. “Nearly three months have passed since the Search Committee completed its job, yet the appointments are awaiting formal approval and no one knows what is causing the delay,” sources said.
“Both JKBOSE and JKSCERT are pivotal to Jammu and Kashmir’s school education ecosystem—tasked with responsibilities ranging from curriculum design, exam reforms, to teacher training and academic quality assurance. In absence of regular heads, both institutions continue to operate under interim arrangements”, sources further said and stressed that Government should expedite the finalization of the appointments so that these critical institutions can function with full leadership and direction.
Further compounding the uncertainty, officials of the School Education Department (SED)—the administrative authority for both institutions—have no clarity on the status of the appointments or the cause of the prolonged delay.
When contacted, a senior officer of the School Education Department, speaking on the condition of anonymity, said, “I am not aware of where the matter currently stands or what is causing the delay”. However, he acknowledged that the appointment of regular heads is essential for the effective functioning of both institutions and should be finalized at the earliest.
It is pertinent to mention here that the mission of the JKBOSE is to achieve excellence in the development and implementation of academic plan for the students studying up to higher secondary level in Jammu and Kashmir by framing curriculum at various levels in synchronized manner to enable the students to learn in a stress free environment, develop the study material with latest knowledge applicable in practical life and value oriented etc.
