22 to come up in Jammu division, 13 in Kashmir
*IPPs to secure all statutory, non-statutory clearances

JAMMU, June 19: The Jammu and Kashmir Energy Development Agency (JAKEDA) functioning under the Department of Science and Technology has set into motion an exercise for development of 35 hydro electric power projects with a cumulative generation potential of 60 Mega Watts (MW). Of the total, 22 projects will come up in various parts of the Jammu division with a major focus on the Kishtwar district and remaining in different areas of the Kashmir province.

These projects will be developed under two distinct implementation models— the Independent Power Producer (IPP) Mode and the Swiss Challenge Method. This approach aims to attract private sector participation and encourage competitive and transparent bidding.
To initiate the process, the JAKEDA has issued Request For Qualification (RFQ) document for projects under the IPP Mode as well as Request For Qualification and Proposal (RFQ & RFP) documents for the projects to be undertaken through the Swiss Challenge Method. Under this method the process is adopted for selection of developer of the self-identified project(s) where the Originator has a right of first refusal for development of the self-identified project(s).
The Originator will be asked to match the financial bid submitted by the successful bidder through an intimation sent by JAKEDA after the declaration of successful bidder. In case the Originator agrees to match the financial bid submitted by the successful bidder within a period of 7 days from intimation by JAKEDA, the project will be awarded to the Originator else the project will be awarded to the successful bidder.
The RFQ has been floated for 18 projects to be taken up in terms of Policy for Development of Micro/Mini Hydro Power Projects-2011. These projects are 1.1 MW MHP Hajibal-1 and 1.5 MW MHP Navkin-1 (both in Anantnag), 2 MW MHP Madhumati in Bandipora, 1.5 MW MHP Hajipeer in Baramulla, 2 MW MHP Surasyar in Budgam, 1.5 MW MHP Kokran in Ganderbal, 1.5 MW MHP Dadhpeth in Kishtwar, 2 MW MHP Keshwan in Kishtwar, 2 MW MHP Pahal-Gawra-1 in Kishtwar, 1.6 MW MHP Tumina in Kupwara, 2 MW MHP Sawjia-1 in Poonch, 1.4 MW MHP Sanai in Poonch, 1.4 MW MHP Khait-Jalain in Poonch, 1.5 MW MHP Budhal-II in Reasi, 1.3 MW MHP Banihal-1, 2 MW MHP Pogal-II, 2 MW MHP Paristan and 1.75 MW MHP Ukhral (all in Ramban district).
Likewise, RFQ and RFP have been floated for 17 projects namely 1.5 MW Narastan HEP Station Pulwama, 1.8 MW Kither HEP Station Kishtwar, 1 MW Kiyar Sirchee HEP Station Kishtwar, 2 MW Prawra-I HEP Station Kishtwar, 2 MW HEP Station Suid Dachan Kishtwar, 2 MW Upper Astanmarg HEP Station Anantnag, 1.8 MW Marchoi HEP Station Ganderbal, 1.4 MW Badshala HEP Station Reasi, 2 MW Khara HEP Station Doda, 2 MW Buddhar Kither HEP Station Kishtwar, 0.70 MW Shutkari HEP Station Ganderbal, 2 MW Chatru-Prawra-II HEP Station Kishtwar, 2 MW Prawra-II HEP Station Kishtwar, 2 MW HEP Station Sangri-I Reasi, 2 MW Sangam HEP Station Kulgam, 1.8 MW Upper Hori HEP Station Kishtwar and 2 MW Kongwattan HEP Station Kulgam.
The Independent Power Producers will sell power as per the Policy for Development of Micro/Mini Hydro Power Projects-2011 or as per the conditions of fresh Hydro Power Policy in case the same is notified by the Government of J&K before the issuance of Techno Economic Clearance (TEC).
In case IPP wishes to sell power to J&K Government, the same shall be purchased by J&K Government at a tariff determined by Joint Electricity Regulatory Commission (JERC) or as per the conditions of fresh Hydro Power Policy or as per prevailing regulations.
The Government land, if required, for power projects would be allotted as per the Policy for Development of Micro/Mini Hydro Power Projects-2011. However, in case of non availability of Government land, the IPP will purchase land in the name of JAKEDA, which will be leased out to IPP.
The onus of obtaining all statutory and non-statutory clearances will lie on the IPP. However, the Government and JAKEDA will facilitate in obtaining the provision of statutory clearances in time bound manner.
It is pertinent to mention here that the estimated hydro potential in J&K is more than 20000 MW, of which projects for 16200 MW have already been identified. In order to electrify villages & hamlets, thrust has been laid on encouraging the development of Micro/Mini/Small Hydro Power Projects in the UT and Science & Technology Department has endowed JAKEDA with the mandate to implement all Micro/Mini /Small Hydro Power Projects up to installed capacity of 10 MW.
