DODA, June 2: Jammu and Kashmir Anti-Corruption Bureau (ACB) has filed a charge-sheet in a case related to misappropriation of MGNREGA funds in Doda district.
As per an ACB official, the charge-sheet has been submitted in the Court of Special Judge, Anti-Corruption Doda in case FIR number 25/2015 registered at PS VOJ (now ACB) under various sections of the JKPC Act and RPC.
He said the charge-sheet has been filed against five accused, Hukum Singh, the then Assistant Executive Engineer REW Sub Division Bhaderwah; Barkat Ali, the then Naib Sarpanch Panchayat Gurekhra; Kartar Singh, the then Panchayat Secretary/VLW; Mohammad Aslam, the then Technical Assistant (on contract) in BDO Office Bhalessa; and Choudhary Ikhlaq Ahmed, the then GRS Panchayat Gurekhra.
According to him, the case pertains to the financial years 2012-13 and 2013-14, during which fictitious payments under the MGNREGA scheme were allegedly made in Ward Numbers 1 and 2 of Panchayat Gurekhra in Block Gandoh.
The ACB official further said that payments were released for works that were either not executed or only partially completed.
He said the investigation revealed that funds were given to financially sound persons, Government employees, and individuals who were not physically present during the execution of the work.
In many cases, he said, labourers were shown to have worked for more than the allowed 100 days in a year, and in some instances, individuals were falsely recorded as working at two different sites at the same time.
Additionally, several muster rolls had overwriting and lacked the signatures of concerned officials, said the ACB official.
In some cases, he said, measurements of work did not match official records, and certain projects were shifted from their original locations.
The ACB official stated that all the irregularities were carried out in criminal conspiracy by the accused.
He said further proceedings in the case are underway.
