JAMMU, Apr 29: Government of India today notified the appointment of two senior most Judicial Officers Sanjay Parihar and Shahzad Azeem as Judges of the High Court of Jammu & Kashmir and Ladakh.

“In exercise of the power conferred by Clause (1) of Article 217 of the Constitution of India, the President has appointed Sanjay Parihar and Shahzad Azeem to be Judges of the Jammu & Kashmir and Ladakh High Court with effect from the date they assume charge of their respective offices”, read the notification issued by the Ministry of Law and Justice.
Sanjay Parihar is presently posted as Judicial Member J&K Special Tribunal Jammu and Shahzad Azeem is Registrar General of J&K and Ladakh High Court.
The Supreme Court Collegium in its meeting held on April 16, 2025 had approved the proposal for appointment of these two Judicial Officers as Judges of the High Court of Jammu & Kashmir and Ladakh.
With the appointment of these two District & Sessions Judges as Judges of High Court, the strength of sitting Judges of the High Court has increased to 15. However, 10 posts are still vacant as sanctioned strength of the High Court is 25, which includes 19 Permanent Judges and 6 Additional Judges.
Born on December 19, 1968 in Palmar area of Kishtwar, Sanjay Parihar did Law from Jammu University and was enrolled as Advocate in the year 1993. He was appointed as Munsiff in the year 1997 and promoted as Sub-Judge in the year 2000 and remained posted in various courts. He was appointed as District Judge in the year 2008.
During his tenure as Sessions Judge, he remained posted as Additional District Judge Rajouri, PO MACT Jammu, 3rd Additional District Judge TADA Jammu, Member J&K Sales Tax Tribunal, Principal Sessions Judge Leh, Additional Sessions Judge Anti-Corruption Jammu, Member J&K Special Tribunal Jammu, Registrar Judicial Jammu, 2nd Additional District & Sessions Judge Jammu, Registrar Supreme Court of India, Principal District & Sessions Judge Udhampur, Additional Sessions Judge Srinagar, Principal Sessions Judge Baramulla, Director J&K Judicial, Academy, Principal Sessions Judge Jammu and Member J&K Special Tribunal Jammu.
Shahzad Azeem obtained his early schooling from Mendhar in Poonch district and did graduation and LL.B from Jammu University. He was enrolled as an Advocate with J&K Bar Council in the year 2001 and started practicing at High Court of J&K and Ladakh and District Courts at Jammu. He was appointed as direct District Judge in the year 2011 and joined the services as Principal District & Sessions Judge Kupwara.
Thereafter, he remained posted as Principal District and Sessions Judge Budgam, Pulwama and Rajouri. He also served as President Divisional Consumer Forum, Jammu. He also discharged duties as first Registrar IT and Registrar Inspection, High Court of J&K and Ladakh and thereafter served as Registrar Vigilance, High Court of J&K and Ladakh and Director J&K Judicial Academy.
