Majority of SKIMS employees don’t attend duties on Sundays despite incentives

Srinagar, Feb 2: Most employees from the Non-Gazetted and Class-IV Cadres at SKIMS, Soura, do not attend their duties on Sundays despite receiving two and a half days’ salary incentives.
As per an official communication issued by the Director of Finance, SKIMS, it was stated that “upon corroborating” the online attendance records with the biometric attendance data, the discrepancy came to light.
“..it has been observed that most employees in the Non-Gazetted and Class-IV Cadres, who receive 2½ days’ salary incentives are not attending to their duties on Sundays,” it stated.
The communication stated that the salary of all SKIMS Soura employees, disbursed by the Department of Finance SKIMS, is formulated based on the monthly attendance provided by the respective Heads of Departments, Sectional Heads through the Online Attendance Portal of SKIMS.
“The online attendance of each employee is presumed to be based on their biometric attendance records,” it stated.
The Director of Finance stated that these employees are required to discharge their duties on Sundays as per Government Order No. 274-HME of 1991, dated 04-03-1991, read with Corrigendum dated 07-03-1991, and Circular Instructions issued vide No. SIMS 320/FACAO/92-373-420, dated 20-01-1992.
Under these regulations, the communication stated, a monthly allowance equivalent to 2½ days’ pay and allowance has been sanctioned for all Non-Gazetted employees of the Health & Medical Education Department, “who are on roster duty in various health/medical institutions in lieu of official duties on Sundays and Holidays.”
Further, it has been stated that in many cases, employees have marked only check-in (arrival) or check-out (departure) on a given day.
“This results in a zero calculation of working hours, which nullifies the attendance for that day.”
It has been directed that employees must mark both check-in and check-out daily, and failure to do so will result in their working hours being counted as zero, “which is the sole responsibility of the employee.”
As per the instructions in Government Order No. 288-F of 2018, dated 22-06-2018, and Government Order No. 650-JK(GAD) of 2022, dated 02-06-2022, the issued communication states that it is mandatory for all employees to mark their attendance (arrival and departure) as per notified office hours.
In this regard, all Heads of Departments/Sectional Heads of SKIMS have been directed to ensure that the monthly attendance of employees under their control is provided strictly in adherence to Government Order No. 274-HME of 1991, dated 04-03-1991, read with Corrigendum dated 07-03-1991.
It has been stated that salaries and incentives must be released based on certificates signed by the concerned HoD, as mandated by the directives.
“This becomes more important in view of the fact that the salary/incentives of employees are released on the basis of certificates signed by the concerned HoD, as mandated in the aforementioned circular,” the communication stated.
