Rs 10.4 cr allocated for State Cancer Institute at GMC-J

SRINAGAR, Mar 14: Health & Medical Education (H&ME) Department has authorized the release and advance drawl of Rs. 10 crore 40 lakhs for the establishment of the State Cancer Institute (SCI) at Govt. Medical College (GMC) Jammu.
The funding, as per the H&ME, has been allocated under the Centrally Sponsored Scheme, “National Programme for Prevention of Cancer, Diabetes, Cardiovascular Disease and Stroke (NPCDCS)” for the fiscal year 2023-24, marking a crucial step in enhancing healthcare facilities in the region.
Under Government order, H&ME has provided detailed instructions regarding the allocation process, which includes that the funds are to be transferred to the Single Nodal Agency (SNA) Account of the scheme, with the Director Finance, Health & Medical Education Department, overseeing the transfer to the Principal of GMC Jammu.
However, the release and utilization of funds has been made subject to stringent conditions outlined in the government order including, expenditure must strictly adhere to approved items; codal formalities as per GFR-2017 must be meticulously followed.
“The Drawing and Disbursing Officer (DDO) must complete all formalities before treasury presentation. Approval for Civil Cost variation must be obtained from the Ministry of Health and Family Welfare (MoH&FW), Government of India,” H&ME said.
H&ME stated that the Principal of GMC Jammu is required to furnish status reports on physical and financial progress.
“Expenditure must adhere strictly to scheme guidelines and conditions. A Consolidated Utilization Certificate (UC) must be submitted before March 31, 2024.”
Further, the Director Finance has been directed to ensure fund availability on the BEAMS portal before transfer.
