The works on a pivotal tunnel along the Jammu-Srinagar National Highway in the Ramban district have been abruptly halted, employing a precautionary stance in response to emergent pressure on the tunnel walls. Seasoned experts have been summoned to conduct a meticulous examination of the Mehar tunnel, and subsequent actions will be contingent upon their comprehensive report. Notably, the construction, spanning a length of 800 metres, has been underway from both termini, with approximately 400 metres excavated from one side and 172 metres completed on the opposing end. Upon meticulous scrutiny, the prevailing circumstances reveal a disquieting fact: after the tunnel crisis in Uttarakhand, a comprehensive external audit was instigated for the tunnels in Jammu and Kashmir. Now, the exigency for an exhaustive investigation is underscored, prompting the National Highway Authority of India (NHAI) to judiciously solicit the expertise of various authorities to scrutinise the situation. Prudently, both personnel and machinery must be expeditiously evacuated from the site, accentuating the gravity of the situation.
This tunnel, marred by a landslide at one terminus earlier this year, is currently besieged by multifaceted challenges. The recurrent outcry from the populace, decrying the escalating landslides since the inception of the four-lane widening initiative, amplifies the urgency for a profound inquiry. The topography of the entire mountainous expanse is precarious. The injudicious application of dynamiting or boring techniques carries inherent pitfalls, necessitating comprehensive surveys to preemptively avert untoward consequences. While the strategic significance of this tunnel lies in circumventing the landslide-prone Mehar Cafeteria area of the highway, paramount is the well-being of the labour force and the denizens of the region. The modernization of infrastructure loses its lustre if juxtaposed against the backdrop of looming environmental and ecological disasters. The seismic activity reverberating throughout Jammu and Kashmir demands thorough exploration, as it might have precipitated the emergence of these ominous fissures. NHAI must be accorded the requisite time for a meticulous evaluation; preemptive measures at this juncture supersede the potential remorse of a deferred response.
