Crime, Criminal Tracking System to be launched in 4 pilot districts next month

JAMMU, Jan 18: After inordinate delay of several years, the Crime and Criminal Tracking Network and Systems (CCTNS), a mission mode project of Union Home Ministry, will be launched in four pilot districts of Jammu and Kashmir during next month. The project will go long way in creating a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing by adopting e-governance.
According to the police sources, the implementation of CCTNS, after a prolonged delay, has crossed the major roadblocks with the Crime Wing of the Jammu and Kashmir Police gearing up to launch the ambitious project in four pilot districts—Jammu, Srinagar, Udhampur and Baramulla, during next month.
A total of 78 sites (Police Stations, offices of SDPOs, SPs and above rank) in these districts would be connected with each other via Information Technology-enabled state of the art tracking system, they informed, adding at present the Bharat Sanchar Nigam Limited (BSNL) is on the job of providing network connectivity to these sites, which is expected to be completed anytime during next month.
While confirming this, Inspector General of Police (Crime), Syed Javaid Mujtaba Gilani said, “as per the latest information furnished to my office BSNL has provided network connectivity to 38 of the total 78 sites in four pilot districts and work apace on remaining sites”, adding “we will surely launch the CCTNS in these four districts during next month”.
In response to a question, he informed that work on other districts of the State was also going on and hardware has been made available by the company, which has been entrusted the task. “If the BSNL keeps on connecting the ready sites we are hopeful of meeting the deadline of September 2014 for commissioning all the 294 sites across the State”, IG Crime said while disclosing that of the 294 sites, around 200 are the Police Stations and remaining offices of police officers.
According to the latest data, out of 294 sites across Jammu and Kashmir, survey of 270 has been completed while as 172 sites have been prepared and client system has been delivered in respect of 84 sites. As far as data digitization is concerned, necessary instructions have already been passed to the concerned authorities in order to meet the deadline of September 2014.
The CCTNS is aimed at creating a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing through e-governance and creation of nationwide networking infrastructure for evolution of IT enabled-state-of-the-art tracking system around investigation of crime and detection of criminals.
According to the sources, the broad objectives of the CCTNS are making the police functioning citizen friendly and more transparent by automating the functioning of Police Stations; improving delivery of citizen-centric services through effective usage of ICT; provide the investigating officers with tools, technology and information to facilitate investigation of crime and detection of criminals; improve police functioning in various other areas such as law and order, traffic management; facilitate interaction and sharing of information among Police Stations, Districts, State/UT headquarters and other police agencies; assist senior police officers in better management of Police Force; keeping track of the progress of cases, including in courts and reduce manual and redundant records keeping.
In response to a question, sources said that police functions like registration, investigation, and prosecution solutions, case management system, criminal information system, information registers, trial management system, summons and warrants management system, automatic fingerprint identification system, law and order solutions, beats management system, duty allocation system and police messaging system etc would be covered under the CCTNS.
