Govt drops charges, closes case against 2 KAS officers

JAMMU, Aug 7: Government today dropped charges against two KAS officers and decided to treat the period of their suspension as on duty.
According to the order issued by the General Administration Department, pursuant to the preliminary enquiry conducted by the Consumer Affairs and Public Distribution Department into the misappropriation/ embezzlement of food grains meant for distribution among the ration card holders of block Warwan and Marwah of Kishtwar district, an FIR No.19/2009 was registered in Police Station, Crime Branch Jammu on August 20, 2009 against Reyaz Ahmad Wani, the then Assistant Director, CAPD Anantnag and Khurshid Ahmed Sanai, the then Deputy Director CAPD Department, Anantnag.
Accordingly, they were placed under suspension. However, the review committee, in its meeting held on November 29, 2012, decided to reinstate both the officers besides holding that the suspension period of both the officers will be decided on the conclusion of the departmental proceedings.
Later, departmental proceedings were initiated against them on account of supervisory lapses on their part and the replies of the officers were obtained on the issue.
“The competent authority after careful and due examination of the replies dated June 19, 2013, furnished by Reyaz Ahmed Wani, presently Deputy Director, Tribal Affairs, Kashmir and Khurshid Ahmad Sanai, presently Deputy Director, Rural Sanitation, Kashmir has decided to close the case after dropping the charges framed against them”, the GAD order said.
“The period with effect from October 6, 2010 to October 10, 2010 during which both the officers remained in police custody will be treated as leave, whatever kind, due to them and the period of suspension with effect from October 11, 2010 to January 2, 2013 will be treated as period spent, as on duty”, the order further said.
