MHA seeks Action Taken Report from J&K Govt within 10 days

Suggestions made by PM, HM, NSA during DGPs/IGPs conference

Terror network, extremist prison inmates, Rohingyas among key points

JAMMU, Nov 9: Union Ministry of Home Affairs has sought Action Taken Report from the Government of Union Territory of Jammu and Kashmir on the vital suggestions made by the Prime Minister, Home Minister and National Security Advisor during the DGPs/IGPs conference held last year well before this year’s conference to be held in Lucknow on November 20-21.
Official sources told EXCELSIOR that Ministry of Home Affairs has dashed a communication to the J&K Government seeking Action Taken Report on the recommendations of DGPs/IGPs conference held last year with thrust on those vital points which were suggested by the Prime Minister Narendra Modi, Home Minister Amit Shah and National Security Advisor (NSA) Ajit Doval.
The Home Department and Jammu and Kashmir Police Headquarters have circulated templates for Action Taken Report among all the concerned officers with the direction to furnish the information as expeditiously as possible as the Ministry of Home Affairs wants the details well before the start of this year’s conference.
“The MHA wants to know the number of epicenters of terror/unlawful activities identified during the current year and brief details of their neutralization by the security forces in the Union Territory of Jammu and Kashmir”, sources said.
During the last year’s conference, the Prime Minister had suggested that a task force comprising psychoanalysts should be constituted to undertake a pilot project for formulating a strategy for de-radicalization of extremist prison inmates and the project should be based on active and controlled engagement of such elements over a sustained period of time.
“Now, the MHA wants to know whether the Task Force has been framed and what is the level of achievement vis-à-vis de-radicalization of prison inmates”, sources informed, adding “the J&K Government has also been asked to reveal as to how many prisons were identified for undertaking pilot study and what is the outcome of the same”.
The Prisons Department of J&K has also been directed to apprise the MHA as to whether the Model Prison Manual-2016 has been implemented and measures taken to adopt correctional approach in the prisons by bringing behavioural changes in the inmates and to monitor and study these changes with the incorporation of technology.
Pointing towards the suggestion of the Prime Minister regarding frequent visit of senior officers to border areas, the MHA has asked the J&K Government to apprise it about such visits and demographic changes, if any, taking place in such areas resulting in the migration of locals. “The J&K Government is already under direction to constantly monitor the migration and catalogue the historical knowledge of locals”, sources added.
Further, direction has been issued to the J&K Government to furnish information about posting of young, energetic and motivated officers in border districts as Superintendents of Police and SHOs to effectively deal with border related issues. Similarly, information has been sought about number of officers of CID/State Intelligence posted in the Border Police Stations.
“The details have also been sought about coordination mechanism of border belt with border guarding force and as there was direction that a border belt, comprising all Police Stations adjoining the land border, should be created to act as second line of defence and to coordinate with the Border Guarding Forces”, sources said.
Moreover, MHA wants to know whether development of infrastructure of Border Police Stations has been included in the Border Area Development Programme (BADP), whether SHOs of Border Police Stations have been given a fixed tenure of two years and they are invited for meetings of lead intelligence agencies.
Referring the action points suggested by the National Security Advisor, the MHA has asked the J&K Government to apprise it about the challenges posed by Rohingya Refugees and what steps are being taken to counter the same.
“The Home Department has directed the IGPs of both the divisions to furnish information about the steps taken to prevent Rohingyas from getting benefits as are available to any citizen and relocate them to some secure places from the existing camps that are in the vicinity of vital installations”, sources informed.
