Facilities to come up in collaboration with DRDO

Srinagar, May 18: The J&K Government today accorded sanction to the establishment of two temporary COVID hospitals in Srinagar as well as in Jammu with a total bed capacity of 500 each in collaboration with the Defence Research and Development Organization (DRDO), Ministry of Defence, Government of India.
To run the facilities, the Health & Medical Education Department has also sanctioned the creation of over 1300 posts, over 600 each at Jammu as well as in Srinagar.
“Sanction is hereby accorded to the establishment of two 500 bedded temporary COVID Hospitals, one each at Jammu and at Srinagar, in collaboration with the Defence Research and Development Organization (DRDO), Ministry of Defence, Government of India and creation of 1366 posts of different categories (683 posts for each Hospital…for making these facilities operational,” the order issued here reads.
As per the order, the expenditure on account of salary and maintenance of these hospitals shall be borne out of the UT Budget and the Administrative Control of these hospitals will lie with the Principals of Government Medical Colleges, Jammu and Srinagar, respectively.
“The posts are created for a period of three years. The posts shall be filled up, initially for a period of one year,” the order reads.
As per the order, the posts of Medical Superintendent and Deputy Medical Superintendent shall be filled up on a deployment basis from the Health Services Department.
“The posts of Physicians, Anaesthetists, Paediatricians and Medical Officer shall be filled up both on deployment from Health Services Department as well as on contractual basis. The nursing staff and Paramedical/ Technical Staff shall be filled up both on deployment from Health Services Department as well as on contractual basis,” the order states.
The staff on deployment basis, the order stated, shall get the salary as payable to them in their parent department plus other incentives as announced by the Government for COVID related duties.
As per the order, the posts of Physicians, Anaesthetists, Paediatricians and Medical Officer and posts of Nursing and Paramedical/ Technical Staff, which shall be filled up on a contractual basis, shall be filled for one year, (which may be extended for another two years, one year at a time, subject to requirement), through two committees.
“Committee for COVID hospital, Jammu shall have Principal, Government Medical College, Jammu as Chairperson, Mission Director, NHM, Director Health Services, Jammu, Representative of Health & Medical Education Department as Members and Administrator Associated Hospital, Jammu as Member Secretary,” the order reads.
On the other side, the Committee for COVID hospital, Srinagar shall have Principal, Government Medical College, Srinagar as Chairperson, Director Health Services, Kashmir, Representative of MD NHM, Representative of Health & Medical Education Department as Members, and the Administrator Associated Hospital, Srinagar will act as Member Secretary.
About the appointment, the order stated that the principals of the GMCs, Srinagar and Jammu shall invite the applications through Member/ Secretaries of the two committees for filling up of various posts on a contractual basis. The time frame for submission of applications shall be decided by the two committees.
“The contractual engagement on the gazetted level posts shall be made by the Committees on the basis of walk-in-interview. The nursing staff and paramedical/ technical staff shall be engaged as per the criteria to be out by the two committees,” the order reads.
The data entry operators, sanitary staff and nursing staff, the order directs, shall be engaged by the two committees on an outsourcing basis from the approved agencies through NHM. “The contractual appointees shall have to furnish and an affidavit to the extent that they will not claim regular appointment at any future date on the strength of this contractual appointment,” the order reads.
