Some new districts were created in 2007 and necessary staff was sanctioned to make them functional. But most of the vacancies in these districts remain unfilled and the Government, as a make shift arrangement, has been giving additional charge to some district level officers to look after the administrative affairs. But the Chief Secretary found that they resort to escapism. As such he has issue orders for rotational duties meaning those holding additional charge will have to attend to their additional duties on some fixed days till a permanent solution of the problem is found which is to recruit field staff on available vacancies. It is the duty of the administration to ensure that administration of the newly formed districts is run smoothly and people are not put to suffering.
