Srinagar, Aug 1: The Ministry of Rural Development today informed that over 75 per cent of road projects under the Pradhan Mantri Gram Sadak Yojana-III (PMGSY-III) have been completed in Jammu and Kashmir, covering 1,465.65 km out of the targeted 1,752.12 km.
The Ministry added that environment-friendly green technologies are being used in the construction process to reduce greenhouse gas emissions and airborne suspended particles.
As per a written reply given by the Minister in the Rajya Sabha, J&K, and Ladakh are witnessing a substantial boost in rural transport infrastructure under the PMGSY-III, with fresh official figures revealing steady progress on key connectivity projects in both Union Territories.
As of July 28, 2025, as per the reply, the authorities have completed 169 out of 223 sanctioned road projects in J&K, spanning 1,465.65 km out of a planned 1,752.12 km.
At the same time, fifteen out of 66 sanctioned bridges are also operational, while the work on the rest is currently on-going.
As per the reply, the total value of ongoing and completed works in J&K stands at Rs 2,245.46 crore, with Rs 1,580.72 crore already spent, including the UT’s share.
On the other hand, Ladakh, facing even harsher terrain, has seen the completion of 2 out of 55 sanctioned rural roads so far, adding 27.17 km to local connectivity. No bridges, as per the reply, have yet been sanctioned in this phase.
Infrastructure investment in Ladakh under PMGSY-III totals Rs 473.04 crore, with Rs 124.79 crore expended so far, reply stated.
The Government noted that all roads are being built according to specialized technical standards.
These standards, the Government stated, include the Indian Roads Congress (IRC) codes, the Ministry of Rural Development’s specifications, and the Hill Roads Manual (IRC SP: 48).
These, the Government said, are adhered to, to ensure that the infrastructure can withstand frequent landslides, frost, snow, and other local climatic challenges.
The Ministry has stressed that the PMGSY has promoted the use of local, non-conventional and green technologies in rural roads construction.
“Environment-friendly green technologies such as Cold Mix Technology, Waste Plastics, Full Depth Reclamation (FDR), Cell-filled Concrete, Panelled Cement Concrete etc. are being used in the construction of roads under PMGSY-III.”
It noted that these technologies not only reduce the depletion of good quality conventional materials but also minimize the damage to the environment from emission of greenhouse gases and heavy suspended particles in the air.
All ongoing works under PMGSY-III are targeted for completion by March 2026, the Government stated.
