33 Pvt bills listed today including 6 seeking ban on liquor, docs’ practice

Tanvir, Para’s land bills also figure in business
*Kashmiri Hindu Shrines’ legislation too in the list

JAMMU, Mar 29: A total of 33 Private Members’ Bills have been listed in the Legislative Assembly tomorrow including five proposing ban on sale and consumption of liquor and another for ban on private practice of the Government doctors besides the two seeking social security for unemployed youth. Another significant bill for better management, protection, administration and governance of Kashmiri Hindu Shrines and Religious places in the UT has also been listed in the business.

While the bills on prohibition have been listed from S Nos. 26-30, NC MLA Tanvir Sadiq’s bill on Land Grants Act figured at S No. 12 and his party colleague’s private legislation for ban on private practice of doctors is listed at S No. 15. PDP MLA Waheed ur Rahman Para’s land bill figured at S No. 32.
A total of 72 Private Members’ Bills have been accepted by the Legislative Assembly Secretariat. Two days have been fixed for the Private Members’ Bills including March 30 and April 1. While 33 bills have been listed tomorrow, it will be interesting to see how many of them are taken up. The rest may come up on next day fixed for the Private Members’ Bills.
As exclusively reported by the Excelsior earlier, five Private Members’ Bills have been listed for seeking ban on liquor. All these Private Bills have figured after 25 Bills i.e. from S Nos. 26-30.
While NC MLA and former Minister Ali Mohd Sagar has sought complete ban on sale and consumption of liquor in J&K, his party colleague Sheikh Ahsan Ahmad Pardesi has sought prohibition on sale and use of alcoholic beverages in Lal Chowk constituency. PDP MLA Mir Mohammad Fayaz has called for total ban on alcoholic drinks while Sheikh Khursheed Ahmed has stressed for prohibition in the Kashmir Valley. BJP MLA Pawan Gupta has sought amendments in Jammu and Kashmir Excise Act for imposing prohibition in the UT.
Gupta has also tabled another significant bill seeking compassionate appointments for next of kin of deceased Government employees, security personnel and civilians affected by militancy or enemy action as was the case earlier under SRO 43.
However, a Private Members’ Bill for prohibition of private practice by the Government doctors to strengthen public health delivery system, ensure fulltime availability of medical professionals in Government institutions, moved by NC MLA Abdul Majeed Bhat Larmi, has been listed at S No. 15.
NC MLA Tanvir Sadiq’s much publicized bill on the Land Grants Act figured at S No. 12. It seeks to restore Jammu and Kashmir Land Grants Act, 1960 and the Rules framed there under to their original form as it existed prior to the Jammu and Kashmir Land Grant Rules, 2022 to protect the rights of existing leases and occupants; and to ensure that public land serves the interests of the people of Jammu and Kashmir.
PDP MLA Waheed ur Rehman Para’s Private Bill for vesting of ownership of State land in long-term occupants, regularization of tourism-related land and other lands in possession, and ensuring transparency and fairness in land ownership transfer in J&K figured at S No. 32.
Two bills have been listed on frozen/rotten/unhygienic food. While NC legislator Pirzada Farooq Ahmad Shah has sought complete ban on import of frozen/chilled food items from outside J&K to protect local food industry and safeguard public health, his party colleague Mubarak Gul has brought a bill for stringent measures to prevent, detect and punish offences related to unhygienic, rotten and unsafe meat in J&K.
NC MLA Arjun Singh Raju has brought a bill seeking better management, protection, administration and governance of Kashmiri Hindu Shrines and Religious Places in J&K.
CPM legislator MY Tarigami and PDP MLA Wahid Para’s bills for regularization of casual and daily rated workers and NC MLAs’ Mubarak Gul and Saifullah Mir’s bills seeking allowance and social security for unemployed youth are also part of Assembly’s business tomorrow.
