3 cops held for custodial death

Srinagar, Feb 13: Police in North Kashmir’s Kupwara district today arrested three cops for negligence in duty soon after the Deputy Inspector General of Police, North Kashmir, Gareeb Dass, interacted with the senior citizens of the area.
The DIG said that the three policemen Munshi Muhammad Hussain, Selection Grade Constable Fayaz Ahmad and Constable Fayaz Ahmad were arrested on charges of negligence in duty. He said that an FIR (number 41/2015 in P/S Kupwara) in connection with the fleeing of a person from their custody was already registered against them and they have been arrested in connection with that FIR.
Murder accused Nazir Ahmad Mughal, son of Abdul Rehman who was arrested by police early this month fled from Kupwara hospital early this week where he was admitted. Mughal’s body was later found outside the hospital. The arrested  policemen including a Munshi were posted at Police Post Awoora.
Dass said police have initiated inquest proceedings in the death of Mughal in custody under section 176 CrPC. He said that police is investigating the circumstance that led to the death of the man.
The DIG said that the trio have been suspended and a departmental inquiry is on against them for the act of negligence and misconduct in police professionalism.
In the meantime, Dass visited Kupwara today and interacted with senior citizens of the area where he sought people’s cooperation in normalizing the situation in the area.
And for the third consecutive day today Kupwara remained tense after death of a man facing murder charges in police custody early this week.
Despite restrictions imposed by authorities in Kupwara, clashes broke out between Police and protesters for third consecutive day today.
Hundreds of police and paramilitary Central Police Reserve Police Force (CRPF) personnel were deployed in and around township to enforce curfew-like restrictions.
The clashes and tension continues in Kupwara after the death of murder accused Nazir Ahmad Mughal, son of Abdul Rehman, an adopted son of Bahadur Khan of Gujjar Pati, Zirhama, Kupwara in police custody.
Despite restrictions, protesters broke out at Bohipura, Zirhama and Aawura. Protesters clashed with police and CRPF for several hours. Police fired scores of teargas shells to quell protests.
A case under FIR number 41/2015 under Sections 223 and 224 has been registered against incharge Police Post, Aawura, Sub-Inspector Ghulam Mohammad and three other policemen Munshi Mohammad Hussain, Selection Grade Constable Fayaz Ahmad and Constable Fayaz Ahmad..
