27 labourers injured after shuttering/slab of BRO bridge over Devika collapses

Govt constitutes Inquiry Committee

SAMBA, Jan 2: Twenty seven labourers were injured when a portion of shuttering/ slab of an under construction bridge by Border Roads Organisation (BRO) over river Devika at Kaulpur in this district collapsed this afternoon.
According to eye witness, the labourers were laying slab over the bridge which was being constructed on river Devika in the area. They had almost completed over 60 percent of the work when suddenly the shuttering could not resist the load of slab due to weak support at about 4 pm and collapsed. About 40 labourers were on the job to lay the slab and among them 27 fell down as the shuttering and newly laid slab collapsed while others ran helter skelter to save themselves.

The bridge was constructed on river Devika linking border road being constructed by BRO from Pahadpur the last station of J&K bordering Punjab with R S Pura as an alternative road. The work on the bridge had started over one and half years back.
Soon as the shuttering collapsed the local people and labourers rushed to the spot and they also informed police and district administration about the tragedy. A JCB was put into service to lift the debris of the slab and shuttering to rescue the labourers. The injured were shifted in ambulances to the local hospitals in Vijaypur and Ramgarh where from serious patients were later rushed to GMC Jammu.
On the receipt of information, the district administration and police rushed to the spot for rescue operations. The immediate rescue operations were launched by officials of civil administration, police, BRO team, SDRF, Health Department officials and local volunteers.
The injured were rescued immediately and shifted to CHC Ramgarh and Accidental Hospital Vijaypur.
Deputy Commissioner Samba, Anuradha Gupta rushed to the spot along with SDM Vijaypur, SDPO Vijaypur and others. She personally supervised the rescue operation. The timely rescue operation by the civil administration and other agencies besides, their immediate response to tragedy helped in saving the precious lives. The Deputy Commissioner also visited CHC Ramgarh and Accidental Hospital Vijaypur to enquire about the condition of the injured admitted there.
Besides, Brigadier of BRO also rushed to the spot soon after receiving the news about the tragedy to ascertain the situation.
A total no of 11 injured persons were admitted in CHC Ramgarh out of which 9 have been referred to GMC Jammu for specialized treatment. Similarly 16 injured persons were admitted in Accidental Hospital Vijaypur out of which 9 have been referred to GMC Jammu.
Meanwhile, an enquiry has been ordered by DC Samba to ascertain the cause of collapse. The four member Committee will be headed by ADC Samba. SDM, Vijaypur, Executive Engineer, PWD and Executive Engineer, PMGSY will be its other members.
The Committee shall submit its report in three days.
DC Samba, Anuradha Gupta told Excelsior that a portion of shuttering/slab which was erected for laying of slab over the bridge collapsed resulting in the injury to 27 laborers. She said the condition of three laborers is serious and they were shifted to GMC Jammu for treatment. Besides, more injured persons are being shifted to GMC after getting first aid at CHC Ramgarh and Accidental Hospital, Vijaypur for specialized consultation.
The DC said that an Inquiry Committee has been appointed headed by ADC, Samba which will give report in three days. She said BRO will also compensate the injured people and all expenses of the treatment to injured will be borne by district administration out of District Red Cross Fund.
The DC Samba said that Chief Medical Officer, Samba was immediately deputed to GMC, Jammu for monitoring the situation and arranging best treatment to the injured.
She said out of 27 injured, 18 were rushed to GMC Jammu. Among them the condition of three is serious. She said the injured are undergoing treatment in Emergency Ward there while among the remaining nine, seven injured persons are undergoing treatment at Accidental Hospital Vijaypur and two in CHC Ramgarh. Their condition is stated to be out of danger.
