2-day General Council meeting of LAHDC, Leh ends

LEH, (LADAKH) June 12: The second day of General Council meeting of LAHDC, Leh commenced with discussion on PWD including Road & Buildings, Constructions and PHE divisions. Today also GCM was chaired by Deputy Chairman, LAHDC, Leh Gyal P. Wangyal which held detailed discussions on each scheme under Capex budget 2019-20 of Leh district which is formulated at Rs.142.14 crore.
At the onset of the proceeding, Councilor Phyang, Phuntsog Dorjey moved a resolution on adoption of a Child Protection Policy in the educational institutions of Leh district which was passed with unanimous consensus of all the members of General Council.
Councilors raised the issue of curtailment of funds for schemes under languishing in district plan and sought assurance from the Chairman to get requisite sanction of funds under languishing and if not, they demanded to adjust it under district plan. Dy Chairman assured that all the approved projects under languishing in the first phase will get the funds.
On the point raised by Khaltsi Councilor, Dy. Chairman directed all the executive engineers and district officers to give priority to far flung, unconnected and border villages.
On the incompletion work of Shatse Daksna bridge, Dy Chairman directed DC, Leh to ensure that Executive Engineer, R&B, Nubra submits complete requisite documents by June 27. Over the issues raised on BADP, DC informed the House that BADP guidelines have kept changing and they have been following up with the instructions and completed the documents.
DC informed that Ladakh has been given the relaxation to cover 0-50 kms from border under BADP and said that once the essentials are provided within 0-10 kms then they can go internal.
MLC, Leh, Chering Dorjey stressed on the need to strictly monitor the road works and ensure their quality. Councilors also raised the point of uneven road surface in Leh posing accident threats. Dy Chairman directed the concern executive engineers of R&B, and PHE to work in coordination and rectify the roads wherever required. Poor performance under PHE sector was another issue raised in General Council. Dy Chairman instructed the PHE authority to take examination of ground reality of all the PHE schemes and make them functional.
A threadbare discussion was made over the projects under Rural Development Department.
The issues in execution of small projects under medium irrigation, minor irrigation, flood control, centrally sponsored schemes were also discussed.
The opposition leader in the House, Councilor Korzok Gyurmet Dorje also raised many issues during the meeting.
