14 candidates from J&K, Ladakh qualify UPSC 2024

JAMMU, Apr 22: Registering significant presence of the region, 12 candidates from Jammu Kashmir and two from Ladakh have cleared the Union Public Service Commission (UPSC) Civil Services Examination 2024, with some of them already in Government service or qualified UPSC.
Those from J&K, who feature in this year’s final list, include Iram Choudhary from Rajouri, with All India Rank (AIR) – 40; Mohammad Muneeb Bhat with AIR- 131; Akshay Parihar (AIR- 261), Mohammad Haris Mir (AIR -314), Manil Bejotra (AIR- 401), Akash Gupta (AIR- 431), Sadif Malik (AIR- 742), Yassar Ahmad Bhatti (AIR- 768), Nazir Ahmed Bijran (AIR- 847), Vishal Deep Chandan from Jawahar Nagar, Rajouri (AIR- 810), Harjot Singh from Nowshera (AIR- 948) and Peerzada Umer (AIR-) 818.
From the Union Territory of Ladakh, Rigzen Angmo and Ghulam Haider have made it to the final list with All India Rank 848 and 633, respectively. While Rigzen is from Leh, Ghulam Haider is from Panikhar, Kargil.

Among the top performers is Iram Choudhary from Rajouri, who has secured an impressive All India Rank of 40. Her rank places her among the country’s top achievers in a year where more than a thousand candidates have been recommended for appointment to India’s premier Civil Services.
Previously qualified with 852 rank in UPSC 2023, she has once again made it to the final list, reinforcing her consistent commitment to public service.
Mohammad Muneeb Bhat, currently serving in the Jammu and Kashmir Police Service (JKPS), has secured rank 131.
Mohammad Haris Mir of Handwara in North Kashmir, who has secured an All India Rank 314, had also qualified the UPSC examination in the previous year with a rank of 345 and was selected for the Indian Revenue Service.
The achievements of the 14 candidates from Jammu Kashmir and Ladakh have drawn praise from officials and civil society alike, with many noting that their success offers inspiration to thousands of young aspirants across both the Union Territories. The presence of multiple in-service officers in the final list is also being seen as a sign of increasing ambition and dedication within the region’s administrative and policing ranks.

As per the UPSC result, Shakti Dubey has topped the Civil Services Examination 2024, with Harshita Goyal and Dongre Archit Parag getting the second and third ranks. Topper Dubey holds a Bachelor of Science degree in Biochemistry from the University of Allahabad.
The top five successful candidates comprise three women and two men while the top 25 candidates comprise 11 women and 14 men.
Pertinent to mention that the Civil Services Examination is conducted annually in three stages — Preliminary, Main and Interview — by the UPSC to select officers of the Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS) among others.
The Civil Services (Preliminary) Examination 2024 was conducted on June 16 last year. A total of 9,92,599 candidates applied for this examination, out of which 5,83,213 candidates actually appeared in the test. A total of 14,627 candidates qualified for appearance in the written (Main) examination, which was held in September 2024. Out of these, 2,845 candidates qualified for the personality test or interview, which were held between January 7 and April 17 this year.
Of them, 1,009 candidates — 725 men and 284 women — have been recommended by the UPSC for appointment to various services.
Out of the total successful candidates, 335 are from the general category, 109 from the economically weaker sections, 318 from other backward classes, 160 from Scheduled Castes and 87 from Scheduled Tribes.
The Government has reported 1,129 vacancies — 180 in IAS, 55 in IFS, 147 in IPS, 605 posts in different central Group A services and 142 in Group B services — to be filled through the Civil Services Examination 2024.
The recommended candidates also include 45 persons with benchmark disability, comprising 12 orthopedically handicapped, eight visually challenged, 16 hearing impaired, and nine with multiple disabilities.
The candidature of 241 recommended candidates has been kept provisional, the UPSC said, adding that the result of one candidate has been withheld. Another 230 successful candidates have been put on a reserve list, the commission said.
