‘Work out requirement of coaches for various disciplines’

SRINAGAR, Dec 26: Division Bench of High Court comprising Chief Justice Gita Mittal and Justice Sindhu Sharma today directed the respondents to undertake a detailed assessment of the number of coaches which are needed for various sports disciplines and ensure close monitoring of the projects which are underway.
In the court on its own motion, the DB observed, “status report dated 18th December, 2019 discloses that for 28 sports disciplines, there is a total of 77 coaches. By no stretch of imagination, can this be considered sufficient to meet needs of Union Territory of J&K”, adding “furthermore, perusal of the status report shows that no specific details regarding completion of projects and sports infrastructure have been given”.
Accordingly, DB directed the respondents to undertake a detailed assessment of the number of coaches which are needed for various sports disciplines and also undertake a close monitoring of the construction projects which are underway. “A status report regarding infrastructure development, which is underway, shall be placed before us by the next date of hearing”, the DB added.
The DB further directed respondents to place a projection of the ideal number of coaches which are required in every sports discipline as well as a proper scheme by which the training of such coaches would be effected and a timely completion of projects/infrastructure will be actually ensured.
“Such an exercise be undertaken and report in this regard placed before us on the next date of hearing”, the DB added.
DB observed, “a compliance report has been filed by J&K Cricket Association wherein certain difficulties have been pointed out in completion of the construction work of the Sher-i-Kashmir Sports Stadium”, adding “this status report be placed before the concerned Administrative Secretary who may hold a meeting with the Chief Executive Officer, JKCA, and find out a way of resolving all the matters so that construction work of Sher-i-Kashmir Sports Stadium can be completed”.
“There is no compliance report of the Secretaries of District Legal Service Authorities of order dated 25th November, 2019. Let a copy of this order as also copy of order dated 25thovember, 2019 be sent to the Secretaries of all District Legal Service Authorities of J&K, who shall submit their reports to the Member Secretary, J&KSLSA”, the DB said, adding “the reports shall be placed before us before the next date of hearing”.
