JAMMU, Jan 28: The J&K Government has instituted Hon’ble Lieutenant Governor’s Rolling Cultural and Sports Trophies (HLG-RCST) for the employees working in various departments of J&K Government.
A Government order in this regard stated that HLG-RCST for the employees of J&K shall incorporate cultural and sports activities for employees of the Union Territory including Civil Secretariat, spanning across the calendar year.
It also stated that all administrative departments shall encourage participation of employees in sports across different disciplines viz., cricket, football, volleyball, table tennis, hockey etc which shall be organised by the General Administration Department (GAD) in association with the Youth Services and Sports Department/J&K Sports Council.
“Culture Department, in association with the GAD, shall organise cultural activities viz., debates, poetry, quiz and painting competitions etc for the employees working in various government departments. These events shall be organised across the calendar year for which a detailed schedule shall be prepared by the Culture Department,” the order maintained adding: “Special teams for female employees shall be constituted and special events/tournaments shall be organised for encouraging their participation in these sports and cultural activities.”
The order also stated that to begin with, a detailed itinerary for organising cricket tournament has been drafted and the events/tournaments shall be organised at sports facilities located both at Jammu and Srinagar.
“Secretary, J&K Sports Council shall be the Nodal Officer for conducting sports events/tournaments in consultation with GAD,” the order continued adding that GAD, with the concurrence of the Finance Department, commits a budgetary support of Rs. 50 lakh to begin with, for Sports and Cultural Activities in its Annual Budget under ‘Games Head’. However, revised budgetary allocation shall be projected to the Finance Department as per the actual demand and requirements in respect of these activities.
The order said that details of expenditure on Cultural and Sports activities shall be worked out by the Culture Department and Secretary, J&K Sports Council on activity to activity basis, which shall be submitted to the GAD for approval of the Competent Authority.
The main objectives envisaged with sports and cultural activities at the workplace are to tackle the alarming situation of stress and impact of sedentary life on employees and providing a creative outlet to the officers/officials.
