Issuance of selection list for outstanding sportsmen

JAMMU, Sept 11: The Central Administrative Tribunal (CAT) Srinagar has issued notice to the Department of Youth Services and Sports over an inordinate delay of 22 months in issuing the consolidated selection list for gazetted and non-gazetted posts reserved for outstanding sportspersons.
The matter came up in OA. No. 1038/2025 (Srinagar) filed by Suhaib Feroz Jeelani, an international medal-winning sportsperson, who alleged that despite repeated assurances, the Government has failed to finalize appointments under SO-12 of 2022 read with SO-412 of 2023, depriving hundreds of meritorious candidates of their right to employment.
Appearing for the applicant, Advocate Sheikh Najam Saqib argued that the scrutiny committee had found 334 candidates eligible, and a provisional merit list was issued on 19th July 2024. However, the department has failed to publish the final selection list despite the process being complete, which he contended was “arbitrary, discriminatory and violative of fundamental rights.”
The respondents were represented by Syed Musaib, Deputy Advocate General, who accepted notice and sought three weeks’ time to file a detailed reply.
Taking serious note of the prolonged inaction, CAT Member (Judicial) M S Latif directed the department to show cause as to why the consolidated list has not been issued and why the process has not been taken to its logical conclusion. The Tribunal warned that the delay amounted to denial of public employment and undermined the very purpose of framing rules to benefit outstanding sportspersons. The matter has been listed for further consideration on October 16, 2025.
