LEH, Mar 5: The UT of Ladakh State Association of Bharat Scouts and Guides was officially launched during a ceremony at the Lieutenant Governor’s Secretariat. The event included the presentation of the warrant of appointment and honour of patta to the newly appointed office bearers, followed by the administration of the Scout Guide Promise by Lieutenant Governor of Ladakh, Brigadier (Dr) BD Mishra (Retd). First Lady Neelam Mishra, Chief National Commissioner of Bharat Scouts and Guides (BSG), Dr KK Khandelwal and officials from both UT Ladakh and BSG were present.
Brigadier (Dr) BD Mishra serves as the Chief Patron and President of the UT of Ladakh State Association of Bharat Scouts and Guides. Chief Secretary Dr Pawan Kotwal is the Patron, with Principal Secretary Sanjiv Khirwar serving as Vice-Patron. The new office bearers of the association are Principal Secretary Sanjiv Khirwar; Secretary, Youth Services and Sports, Vikram Singh Malik; Director, School Education, Tsering Paldan; Under Secretary, Education, Sumera Shafi; and Joint Director, Youth Services and Sports, Tahir Hussain.
The Lieutenant Governor expressed his happiness about the formation of the Bharat Scouts and Guides chapter in Ladakh, commending the organization for its role in promoting values like service before self, cultural cooperation, and national devotion. He highlighted that scouting, in military terms, involves intelligence gathering, while guiding means offering help. The LG stressed that scouting and guiding play crucial roles in providing assistance when needed.
Commending Bharat Scouts and Guides for maintaining an apolitical stance, the LG lauded the organization’s role in personality development and nation-building. He also urged the organization’s members to promote awareness of the Fundamental Duties outlined in the Indian Constitution. He further emphasized that Bharat Scouts and Guides should help in raising awareness to address societal issues, such as the feral dog menace.
The Lieutenant Governor assured his full support to promote Bharat Scouts and Guides as a movement in Ladakh, not just as an organization. He believed this would aid in the development of the youth of Ladakh and improve their leadership skills.
Dr KK Khandelwal, Chief National Commissioner of Bharat Scouts and Guides, spoke about the global reach of the organization.
Dr Khandelwal expressed his gratitude to the Lieutenant Governor for being the patron and president of the UT Ladakh State Association and hoped the Ladakh chapter would flourish under his guidance. He presented the State byelaws and Charter of Affiliation for the UT Ladakh State Association of Bharat Scouts and Guides to the Lieutenant Governor.
The event concluded with a vote of thanks by Wing Commander MM Joshi, National Commissioner (Special Programme), Bharat Scouts and Guides.
