WP refugees, Jats, Sainis, Gorkhas among 41 castes in OBCs list

JAMMU, Mar 16: The Government today came out with definitions of new tribes added in the Scheduled Tribe (ST) list including Pahari Ethnic Tribe, Paddari tribe, Koli and Gadda Brahmins; and named 41 castes which will be part of Other Backward Classes (OBCs) category whose percentage has gone up from four to eight.
A detailed order issued by the Government today said to avail benefit of reservations in the Pahari Ethnic Tribe category, the person should be a member of the Pahari clan, community or tribe having distinct culture, ethnic and linguistic identity and must have Pahari language as his/her mother tongue. Tehsildar shall be the authority to certify the claim of persons belonging to the said category.

For Paddari tribe, the person should substantiate his/her claim on the basis of Revenue documents or any other documents establishing that he/she ancestrally belongs to Paddar area of Kishtwar district. In this category also, the Tehsildar will be the authority to certify claims of the persons.
For Gadda Brahmin tribe, the certificate issuing authority would satisfy regarding genuineness of the claim on the basis of record provided by the applicant and/or local inquiry/report by Lamberdar/Chowkidar etc. Here also, the Tehsildar shall certify the claims of the persons belonging to the said category.

Forty-one castes which now will fall under OBC category include Bahach Hanjie, Shikara Wallas and Bhat Hanji excluding houseboat owners, Fishermen including Gada Hanz, Markabans whose sole livelihood depends on Markabani, Kumahars, Shaksaz, Mochi, Bangies Khakrobes, Hajjam/Nai, Dhobi, Bhands, Baghat, Mirasis, Madari/Bazigars, Kulfaqir, Dambali Faqir, Dooms (excluding SCs), Shupri Wattal, Sansis, Sikligars, Jheewars, Gharati (Rural only), who runs a Gharat on water and shall not include the grinding machine running on electricity, Teeli, Telgwani, Teeli (Hindus along with already existing Muslim Teeli), Lohars, Tarkhans, Najars, Gilkar (Mason), Labana Community, Sheer-Gojries, Gojri, Gojar, Yogi/Jogi/Nath and Bouria/Boria/Bowaria communities, Waghey (Chopan), Ghirath/Bhati/Chang community, Jat community, Saini community, Markabans/Pony Walas, Sochi community, Christian biradari (converted from Hindu Valmiki), Sunar/ Swarankar/ Zargar, Perna/Kouro (Kaurav), Bojru/Decount /Dubdabay Brahmin, Gorkans, Gorkhas, West Pakistani refugees (excluding SCs) and Acharyas.
