Visiting officers during B2V4 to be Panchayat Prabharis, Mentors

Will hold follow up of all demands, promises

JAMMU, Nov 2: The Government today announced that all visiting officers to the villages during Back to Village IV (B2V4) programme from October 27-November 3, will be Panchayat Prabharis and act as Mentors of the Panchayat to ensure that demands and promises are followed up and converted into a reality.
B2V4 Committee Chairman and Principal Secretary Higher Education and Information Rohit Kansal told the Excelsior that this is for the first time that B2V has given 21 clear and quantified deliverables to the visiting officers.
“All officers visiting rural areas during B2V4 will act as Panchayat Prabharis and Mentors for the Panchayats. They will ensure that all demands and promises are followed up and made a reality,” Kansal said.
The fourth edition of Back to Village Programme started on October 27 and will conclude tomorrow i.e. November 3.
“This is an action packed deliverable oriented programme with focus on youth, skills and self employment, good governance and Panchayati Raj, Nasha Mukt and Rozgar Yukt Jammu and Kashmir,” Kansal said.
He added that over 25,000 Government employees at all levels participated including 4500 Gazetted officers who were directly deployed to the Panchayats.
The deliverables included one lakh Golden Health Cards by the Health Department, 10 lakh land passbooks and 7000 inheritance mutations, both by the Revenue Department, 65,000 Self Employments by Jammu and Kashmir Bank and Industries Department and identification of one lakh candidates for skill training under Himayat and other schemes by the Rural Development Department.
The Information and Technology Department held 4290 CSC/IT camps in every Panchayat and one lakh awareness camps for Jan Bhagidari among Panchayati Raj Institutions and general public.
The Jal Shakti Department organized 4290 Pani Samitis meetings (one per Panchayat) and provided an equal number of field testing kits to all Panchayats and gave training to them. It also arranged certification of water sufficiency and quality of Panchayats.
The Rural Development Department implemented Swachh Gram Plans by door to door collection and disposal and management of grey water, black water and solid waste.
The Social Welfare Department converted 2.5 lakh UDID cards to digital format while the Labour Department distributed 2.5 lakh e-Shram cards.
The Youth Services and Sports Department inspected playfields and ensured that at least one sports event is held in every Panchayat while Revenue and Rural Development departments inspected offices of Patwaris, Village Level Workers and ensured that name and phone number of the Patwari/VLW is painted on wall of the office.
The RDD also inspected 1500 Amrit Sarovars to check their quality while the Youth Mission interacted with Youth Clubs.
The Culture Department and Deputy Commissioners uploaded high quality videos under Azadi Ka Amrit Mahotsav numbering 15,000 (at least three per Panchayats).
All visiting officers held Gram Sabha meetings and assessed quality and effectiveness of service delivery, performance and ranking of departments and perception of corruption.
