Start work on Lower Kalnai project

The project of 48 Mega Watt generation capacity in Doda-Kishtwar was entrusted to a company on Engineering, Procurement and Construction basis in the month of September 2013 and scheduled to be completed by September 2017 while the decision for its construction was taken a decade back in 2009. It is strange that the project is oscillating between uncertainties and lethargies of decisions making. Jammu and Kashmir Power Development Corporation is required to bring about improvements and infuse fresh life in planning things and following them up to their completion.
The executing company could not keep the rhyme and rime in its construction due to one factor or the other affecting adversely the speed of the work. The things accentuated for the worst after the said company was declared by the Reserve Bank of India as insolvent forcing the Power Development Corporation not only in terminating the contract but invoking the Bank Guarantee. Why has the retendering process not been initiated for the left over work so far even the approval for it having been accorded by the Administrative Council . The mess and confusion needs to be removed and action initiated so that more delays are avoided to cut on cost burdens of this turnkey project. Can the concerned authorities expedite to start from where it was stopped to have this project commissioned as early as possible?
