Stagnated PCB employees’ plea to NGT, LG

JAMMU, May 4: All the stagnated employees of J&K Pollution Control Board (PCB) in a plea to National Green Tribunal (NGT) and Lieutenant Governor, J&K, G.C. Murmu have sought their intervention in the matter related to career progression of employees of PCB who have been stagnated at one place for over 20 years.
In a statement issued here, today these aggrieved employees said that they feel dejected and demoralized as with a small reorganisation activity their genuine problems could have been addressed. While appreciating that NGT has now recognised the services of PCB as an essential service, however, no serious effort has been made by it and the Government of J & K to boost the morale of the officers by way of promotions and other incentives.
The employee said since 1996 there has been no creation in the PCB when the then Administrative Department, Civil Secretariat had repeatedly directed the authorities to pursue the matter urgently but nothing was done and PCB management shelved the matter by sleeping over the issue for 20 years. In addition to this there are many posts which are lying defunct since their creation in 1996 and many others who have resigned from PCB, which could have been re-designated to create the posts which are needed presently with a very little financial implication.
Apart from this, there has been no creation since 8 newly carved districts in the erstwhile State of J&K, they said. The stagnated employees said that there has never been any serious effort by the officers from Forest Department who have been at the helm of affairs and who themselves have taken 3 to 4 promotions during past 20 years and reaching to the rank of Chief Conservators from DFO’S. In fact in 2007 when the then Government had asked for a fresh proposal for creation of more number of posts for newly carved districts by writing to the authorities of PCB regularly many times but this long pending issue still remained unresolved. This in fact, has not only stagnated promotion and career progression of the employees but also put a question mark on the seriousness with which the all this important issue was handled.
The employees requests the Government to accord promotion of all those stagnated staff with a stagnation period ranging from 15 to 20 years urgently as lot of dissatisfaction is brewing amongst these employees who are now at the verge of retirement and this has a big demoralizing impact on the functioning of Pollution Control Board (PCB) in the UT of J&K.
