SRINAGAR, Oct 6: Pradesh Congress Committee President, Professor Saif-ud-Din Soz today said that Chief Minister Omar Abdullah should disclose the name of the two Congress Ministers who are creating hurdles in the implementation of the 73rd Amendment in the State’s Panchayati Raj Act.
Addressing a press conference here this afternoon, Soz said that the real empowerment of the people at the grassroots level is not possible without the implementation of the 73rd Amendment. He said that All India Congress Committee (AICC) general secretary Rahul Gandhi during his address at the Panchayat Conference impressed upon the State Government to transfer powers to the Panchayats.
“Let me make it clear that no Minister is above the party. The two Ministers should come out with reason while opposing the implementation of the 73rd Amendment to the Jammu and Kashmir Panchayati Raj Act. Above all the Chief Minister should speak and name the two Ministers since I don’t know who they are. The Chief Minister should have the moral courage otherwise confusion would prevail,” said Soz.
He said that the local leadership of the Congress party has complete backing of the central leadership led by Sonia Gandhi. He said the demand for the implementation of the 73rd Amendment has the backing of the central leadership. He added that the Congress party would never give up its demand and ensure that strong Panchayati Raj Act is put in place in the State.
Soz said that Pradesh Youth Congress, workers and activists would carry on with their agitation programme while seeking implementation of the 73rd Amendment. He said the real spirit of Panchayati Raj Act can be gauged only when the amendment is made to the State’s Panchayati Raj Act.
Soz said that the focus of Rahul Gandhi’s visit to the Kashmir and Ladakh divisions was to increase the connectivity between Kashmir and the rest of the country. He said the corporate leaders were roped in to give them a feeling that their investments would be safe in Kashmir. He said the expansion of the State Cabinet was not discussed with Rahul Gandhi.
