JAMMU, Nov 28: Minister for Rural Development, Panchayati Raj, Law and Justice Abdul Haq today chaired maiden meeting of the State Level Vigilance and Monitoring Committee (SLVMC) which was constituted in August this year to oversee and ensure effective implementation of various schemes of the Union Ministry of Rural Development in the State.
Speaking on the occasion, Abdul Haq said SLVMC is an effective platform for ensuring transparency, participation, consultation and accountability in implementation of developmental programmes which has been the priority of the Coalition Government headed by Chief Minister Mehbooba Mufti. He said the committee has to recommend ways to expedite works and ensure judicious and productive use of funds. He said the committee also ensures a key role for the public representatives in the monitoring of the developmental programmes.
The Minister said the intent is to remove bottlenecks in the implementation of centrally sponsored schemes and to ensure better coordination and adherence to the guidelines laid down by the Government of India for implementation of various centrally sponsored schemes particularly in the Rural Development sector.
The meeting took a holistic review of the major flagship programmes including MGNREGA, NRLM, IWMP, PMGSY, SBM, ICDS, SSA, MDM and National Health Mission.
The meeting was attended by Legislators, M Y Bhat, RS Pathania and Shah Muhammad Tantray besides Administrative Secretaries of various departments.
The Committee discussed various issues and bottlenecks that come in way of effective implementation of the schemes and debated over the solutions and made various recommendations.
During the meeting, Secretary RDD, Kifayat Hussain Rizvi presented a detailed overview of the functioning of the department.
Earlier, Abdul Haq inaugurated the renovated Panchayat Bhavan and the attached conference hall at Rail Head Jammu.
