JAMMU, Apr 3: J&K Civil Secretariat Employees Coordi-nation Committee (SECC) has alleged that most of the employees’ issues have been sidelines during the Governor’s rule in the State.
In a meeting held here today chairman of the SECC, Ghulam Rasool Mir, has expressed dismay and disappointment over the non- inclusion of key employees’ demands like, cadre review, career progress, removal of long pending pay anomalies, release, enhancement of Darbar TA, TMA, MA and refreshment charges, revival of LTC, reduction in qualifying service etc.
He said during Governor’s rule Darbar Move employees suffered a lot as not a single issue has been addressed even though assurance as first time Darbar move employees have not been provided ration since implementation of NFSA. Another big problem was lack of security in the residential colonies of employees.
Mir wondered how could the present dispensation sideline such crucial issues of working class when it decided on a policy issue like Mediclaim concerning around three lakh employees of the State in a hush- hush manner.
Mr Mir said the Employee Unions have already sounded caution and reservations about the implementation of the Mediclaim policy. He said in several meetings with the Government functionaries SECC along with other employees Unions had given many suggestions to the Government for effective implementation of the policy, if it is to be implemented properly.
Among others, the suggestions included, invite tenders, enlistment of all major and reputed hospital chains within the ambit of the policy, all dependents of an employee to be covered under the policy, enhancement of the sum assured, inclusion of all diagnostic tests and OPD charges and reimbursements besides cash back facility.
Mir appealed the Chief Minister designate- Mehbooba Mufti to provide succor to the suffering working class of the State. He hoped that provision for career /cadre review of NG employees on the analogy of IAS/KAS cadre, DA release, enhancement of Move TA, TMA, LTC, qualifying service and provision of implementation of 7th Pay Commission would be made in the budget of the next Government.
