*Infra development, domestic bustle to receive major boost

JAMMU, Jan 31: The 53rd Meeting of J&K State Sports Council is scheduled to be held on February 13, 2013 in the Meeting Hall of the Chief Minister at Civil Secretariat, here.
The Council is meeting after almost two years as its 52nd meeting was held on April 7, 2011.
Sources said that the agenda of the meeting includes the engagement of statutory auditors for preparing balance sheet of Council for the last five years, recognition to new State Sports Associations, action taken in constituting the District Sports Councils in identified districts, physical achievements carried out by Council in infrastructure development, consideration of enhancement of grant in aid under plan for development of infrastructure, consideration of re-organisation of the Council, consideration of the grant of retirement benefits including family pension to the employees, re-constitution of the standing committee of the Council and confirmation of the action taken by vice president (Sports Minister) in delegating drawing and disbursing powers to accounts officer and executive engineers.
However, out of the long list of points in the agenda, its priority will be the reconstitution of the Standing Committee, recognition to new State Sports Associations and consideration of re-organisation of J&K State Sports Council.
The present Standing Committee of J&K State Sports Council has no representation from Finance and Planning & Development Departments. The proposal for reconstitution of standing committee which stands already approved by the Chief Minister, who happens to be the president of J&K State Sports Council is expected to be cleared in the meeting, under Rule-12 of the Constitution of the Sports Council.
Moreover, the Standing Committee of J&K State Sports Council in its 127th meeting held on November 24, 2011 has recommended grant of recognition to J&K Baseball Association, J&K State Rugby Association and J&K Rifle Association, while in its 125th meeting held on February 27, 2006 it had recommended recognition to J&K Tug of War Association and All J&K Sports Association of the Deaf. The proposal of recognition to these Associations will be placed before the Council in the meeting.
Meanwhile, keeping in view, the increase in workload, qualitative and quantitative excellence and raising of infrastructure, the consideration of reorganization of J&K State Sports Council is the priority agenda. The Committee already constituted has proposed a staff strength of 70 instead of existing 54 at the State Level, 119 instead of 55 at the Divisional Level and 560 rather than 321 at the District Level.
Moreover, the projects already sanctioned by the Ministry of Youth Affairs, Government of India and those under consideration are expected to receive a major boost with the holding of the 53rd Meeting of the Council.
As per the reliable sources, the Government has sanctioned Synthetic turf for football at TRC Ground Srinagar, with an estimated cost of Rs 4.50 crores and an Indoor Stadium rather a Multipurpose Hall at MA Stadium, Jammu, with an estimated cost of Rs 7.00 crores.
Sources added that Council after inviting national level tenders for these projects, has allotted the work of Synthetic football turf to M/S Syncotts, New Delhi and the work of Indoor Stadium to M/S Arfeen Const Bugdam, Kashmir, besides releasing Rs 3.63 crores for Synthetic football turf.
Further, holding of the Council Meeting, would bring relief to those Sports Associations, which despite of organizing National Level sporting extravaganzas in the State and spending lot of money, have yet to receive it from the J&K State Sports Council.
