DPC clearances only on paper for ministerial cadre employees

Srinagar, Dec 21: Even after conducting DPCs for the promotion of various employees falling under the ministerial cadre after several years, the Government is yet to bring out any formal orders concurrent to the DPC clearances even after the passage of more than 4 months now.
As per the details, there were huge vacancies in the Education Department among the Ministerial cadre. However, not a single promotion among the cadre was considered for last so many years-bringing in stagnation for the employees who were falling under the said cadre.
Much to their relief, the long due DPC was finally conducted in September this year, but as per the candidates whose cases were cleared in the DPC, “no formal order has been issued in this regard till date, leaving us in lurch,” the candidates cleared by the DPC said.
Further, the type test of Class-IV for their elevation to the post of Junior Assistant was conducted one and a half year ago, and the candidates who passed the test, were also cleared by the DPC held in September.
“But till date no formal orders for their promotion have been issued by the Director School Education, Kashmir due to the reasons that continue to remain unknown,” they said. The candidates alleged that such a behavior was “clear discrimination” against them as they have lost one year of their seniority.
The story does not end there, the same DPC that was held in September also cleared deck for the promotion of In-Charge Section Officers, In-Charge Head Assistants and other categories for confirmation of their promotion, but the formal confirmation orders here, too, continue to elude the candidates.
“…some among them have retired and their pension has been fixed on their previous designations, which has caused them financial losses,” they said, while again terming the attitude of the authorities as discriminatory.
The School Education Department has also tried to play its role in stalling the promotions of Junior Assistants who were to be elevated as In-Charge Senior Assistants. In this regard, the Department had even issued a promotion order vide No. 612 of 2019 dated 17-07-2019. But to no avail for the candidates.
“In this regard, …till date their posting has not been done owing to which they are still working as Junior Assistants which is marring their careers as well as their seniority,” the candidates alleged.
Interestingly, the Government time to time issued orders with regard to the detachment of teaching staff from the clerical assignments also seem to have been shelved soon after they were issued, as according to the candidates, the orders seem to be having little to no compliance on ground as the situation has remained unchanged.
“The Government has also issued orders for the detachment of teaching staff from offices/ clerical assignments but the said orders continue to remain confined to the paper as the teachers continue to occupy the clerical assignments in the offices despite repeated instructions from the Government to detach them,” the candidates said.
