PPP mode to be introduced in district hospitals: Taj

JAMMU,  Feb 17: Minister for Medical Education Taj Mohi-ud-Din today said that  as adopted in the Govt Medical Colleges and Hospitals Jammu and Srinagar, the Government was contemplating to introduce PPP mode by installing high tech diagnostic medical equipment of private companies in the district hospitals.
While responding to a question and subsequent supplimentaries of PDP member Yash Paul Sharma, Dr B A Veeri from NC and Naeem Akhtar from PDP  in the Upper House during Question Hour today, Mr Taj said that the Health and Medical Education Department has given authorization in principle  for installation of high tech diagnostic Medical equipment in GMC Jammu/ Srinagar under PPP mode.  He said in the first instance it is being introduced in GMC Srinagar and Jammu and later, the Government intends to introduce the same in the district hospitals to provide benefit to the people at their doorsteps.
Replying to another question of  Yash Paul, the Minister said the Government does not have sufficient funds to install and purchase highly costly equipment therefore after collective decision the Government decided to go for PPP mode. He claimed that a proper policy has been framed in the special task force meeting headed by  Chief Minister to adopt this mode already adopted by some other States due to shortage of funds. Machinery / equipment is being installed as per the procedure that is by calling the Expression of Interest (EoI) and fulfilling of other codal/ procedural formalities required for the purpose.
Mr Taj claimed that both the Principals of the GMCs have been asked to make the whole process transparent. When asked that no national/ global tenders were called and one party was given preference the Minister said information was given in major leading papers and response was very poor. EoI had to be called for three times and only one company responded and agreed to work on the Government rates. He said that for BPL people, the rates of tests like MRI/ CT Scan/ Ultrasound  etc would be half.
