Pollution checking unit holders for revocation of circular

SRINAGAR, Apr 1: Pollution Checking Centers Union has expressed grave concern over the recent circular issued by the Commissioner Transport and demanded its immediate revocation.
In a meeting here today held under the chairmanship of its president, Mir Pervez Butwani, the Union said that the conditions kept in circular for opening of pollution checking Centre in the State are as per the guidelines of Centre and in view of the climatic conditions and topography of the State no AC is needed in Valley where temperature is moderate.
The Union said that the notification has made it mandatory for the unit holders checking pollution to have an air conditioner but in Kashmir or Ladakh region as well as in hilly belt of Jammu region the same is not needed as climate in these areas is very moderate.
The meeting further said that in other parts of country pollution certificate is taken for a vehicle after every three months while in J&K this duration is six months so the rules should also be framed accordingly here. It demanded that the rate for checking be increased in the State also in view of Department asking pollution checking unit holder to employee an engineer.
Moreover it also objected the circular for asking the centre holders to have separate cabins saying that the people have taken shops on rent for which they too have made the advance payment and paid premium in lakhs of rupees hence the centre holders are not in a position to construct separate cabins in their units.
The Union in an appeal to the Transport Commissioner said that in view of these facts the authorities should reconsider the matter and revoke the circular.
