JAMMU, Aug 2: A delegation of Displaced Persons (DPs) of 1947 from PoK led by Gurdev Singh president Jammu Kashmir Sharnarthi Action Committee (JKSAC) called on Piyush Singla, Commissioner-cum-Secretary, Revenue Department of JKUT.
Singla was apprised about the plight of thousands of DPs families having their allotted land under the illegal possession of locals since the date of allotment. He was urged upon to issue directions to all the Revenue officials to hand over the possession of their lands as and when they are approached under the provisions of Agrarian Reform Act 1976 and many judgments passed by High Courts and Tribunals.
Gurdev Singh alongwith Ajit Singh, Capt Puran Singh and Hem Raj apprised the Revenue Commissioner that due to late dispersal of DPs from various camps they were scattered and settled by the Govt. in rural areas of Jammu province. The process of allotment of lands was started many years later after their migration and meanwhile lakhs of kanals of lands was occupied illegally by locals, landless and influential people with the connivance of revenue officials. Moreover, the allotment was made to DPs in different pieces/villages miles away from their place of residence, which made them incapable to till their lands. He was told that hundreds of families were allotted such lands which were already in possession of encroachers and DPs approached them to hand them over the possession of their allotted lands as per the order, they were refused.
The Revenue authorities did not help them and compelled them to take the course of litigation which took decades for making the decisions. He apprised Singla that when orders were passed in favour of DPs under Agrarian Reform Act provisions to dis-possesses the illegal occupants the Patwaris and Tehsildars did not act on one pretext or other and violated the Agrarian provisions/judgments of Courts blatantly having no fear of law. Commissioner was told that anti-social elements/land mafia are active in most of areas of Jammu region and are forcibly grabbing the land of poor DPs with the connivance of Revenue officials.
Singla heard the delegation very patiently and assured them that he will deliver justice to the DPs families having victimized by the Revenue officials.
