JAMMU, Feb 2: Monthly meeting of All J&K Plus-2 Lecturers’ Forum was held here today under the chairmanship of its President Deepak Sharma for discussion over various burning issues pertaining to Plus-2 Cadre.
During the meeting, Deepak Sharma reiterated demand for Assured Career Progression (ACP)/Time Bound Promotion in favour of Plus Two cadre and alleged step motherly treatment with them by previous Governments as only they have been left out amongst the gazetted cadre. He flayed dilly dallying tactics of the Govt as Administrative department failed to put the matter before SAC despite clear cut directions of then Advisor to Governor, Farooq Khan and even Administrative committee framed for the purpose failed to give its recommendations.
Deepak Sharma urged Lt Governor G C Murmu for his personal intervention to grant sanction to ACP in favour of 10+2 lecturers i.e three Time Bound Promotions from level 9/GP 5400 to level 13/GP 8700 within a time span of 20 years on the analogy of their other gazetted counterparts in UT of J&K to remove age long stagnation.
Forum also demanded regularization of all left over incharge incumbents/retirees and vigorously following up of subjudice cases by the Govt to facilitate release of list of Senior Lecturers. The Forum also demanded charge allowance in favour of all placements.
Members present also demanded revocation of discrminatory SRO-202 for all Cadres including Plus-2 Lecturers and instead suggested framing up of a policy of tenure of one year only in all Hard areas on the analogy of Ladakh region. They also demanded either fixation of induction quota in favour of Plus-2 Lecturers or repatriation of Joint Directors from KAS Cadre working in Education Department to their parent departments as School Education is not a feeding cadre to KAS.
Other demands included provision of Earned Leave in favour of Teaching community, revival of non-vocational status to Principals/Head of the Institutions, restoration of 40 percent in-service College Quota, removal of pay anamolies and regularization of Physical Education Lecturers.
Those present in the meeting, included N S Jamwal, Dr Manzoor, Anil Sharma, R S Slathia, Pardeep Singh, Tarsem Singh, Amin Shah, Jatinder Sethi, Fazal Hussain, Imtiaz Qazmi, Subhash Kumar, A R Giri Mulkh Raj, Kewal Kumar, Parshotam Kumar, Sudershan Chandel, Kuldeep Kumar, Raj Kumar, Sanjeev Badyal, Rohit Kumar, Mukesh Kumar and Jai Karan.
